Dieter Kugelmann

Dieter Kugelmann (* 1963 in Landau in the Palatinate ) is a German lawyer and professor of public law and police law .

Career

After graduating from the Max Slevogt High School , Kugelmann studied law at the Johannes Gutenberg University in Mainz and the University of Burgundy from 1982 to 1988 . In 1991 he did his doctorate in Mainz in the Faculty of Law and Economics with the dissertation topic "Broadcasting and the freedom to provide services under the EEC Treaty". In 1999/2000 , Kugelmann completed his habilitation at Johannes Gutenberg University with a study on "The informational legal status of the citizen". In 2006 he became professor for European law and European administrative management in the administrative sciences department at the Harz University of Applied Sciences in Halberstadt . In 2008 he was appointed full university professor for public law with a focus on police law including international law and European law at the German Police University in Münster. On July 1, 2015, the Rhineland-Palatinate state parliament elected Kugelmann as the state commissioner for data protection and freedom of information in Rhineland-Palatinate .
