Walter Rudolf
Walter Rudolf (born May 8, 1931 in Schulitz / Solec Kujawski , Poland ) is a German lawyer and expert on data protection .
Life and work
The son of a senior studies director spent his childhood and first school years in the Polish cities of Bromberg / Bydgoszcz and Thorn / Toruń . As a result of the Second World War, the family was driven from their homeland and finally came to Verden an der Aller , where Rudolf spent the rest of his school days and finally did his Abitur.
After studying law in Kiel in 1949 and completing his legal clerkship in Bremen , Rudolf received his doctorate in 1954 in Göttingen and from 1959 worked as a research assistant at the German University of Administrative Sciences in Speyer and in Tübingen .
After his habilitation in Tübingen in 1965, he went to the newly founded Ruhr University in Bochum as a professor . In 1968 Rudolf received an offer to Vienna, which he refused. In 1971 he accepted an appointment at Johannes Gutenberg University Mainz , where he taught public law , European and international law until the 1990s . Rudolf stayed in Mainz and also refused another call to Münster. Even after his retirement in 1999, Rudolf continues to give lectures in Mainz to this day.
One of the topics on which Rudolf often published was the German federal state and the legal status of the German states.
Public offices
In 1980 Rudolf was appointed as State Secretary to the Rhineland-Palatinate Ministry of Justice under the then Justice Minister Carl-Ludwig Wagner . From 1988 he was a representative of the state government in the state's data protection commission. Following the amendment to the Rhineland-Palatinate state data protection law, Rudolf was elected by the Rhineland-Palatinate state parliament as the state commissioner for data protection in April 1991 . In 1999 he was re-elected.
On March 14, 2007, Rudolf was officially removed from his position as state data protection officer in the plenary session of the Rhineland-Palatinate state parliament with effect from April 14, 2007. Before that, his successor, Edgar Wagner , was elected and he took office on April 15, 2007.

Since 1979 Rudolf was a member of the Institut de Droit international , long-time chairman of the Stresemann Society and the Franco-German Lawyers Association , a member of the Association of German Constitutional Law Teachers , the German Society for International Law and the International Law Association . He was deputy chairman of the Society of Friends and Patrons of the Peter Cornelius Conservatory , as well as a member of the Board of Trustees of the Max Planck Institute for Comparative Public Law and International Law since 1987 and a member of the Permanent Court of Arbitration in The Hague since 1990 . He is a member of the administrative board of the Institute for European History in Mainz.
On behalf of the German Bundestag and the federal government, Rudolf worked from 1971 to 1976 as a member of the Study Commission for Foreign Cultural Policy and from 1974 to 1986 as a member of the Board of Trustees of the German Foundation for International Development. As a member of the UN political advisory board he was a. a. in India, Latin America, East and Southeast Asia and in various states of the former Soviet Union and significantly involved in the formulation of the new constitution of the KwaZulu-Natal province of democratic South Africa. From 1976 to 1979 Rudolf was a member of the Broadcasting Council of Südwestfunk Baden-Baden.

Walter Rudolf is married and has three children.
honors and awards
Rudolf has been a holder of the Order of Merit 1st Class of the Order of Merit of the Federal Republic of Germany since 1997 . On September 16, 2005 he was given honorary citizenship of his place of birth. As part of his departure as the state data protection officer, the Rhineland-Palatinate Prime Minister Kurt Beck awarded Rudolf the Order of Merit of the State of Rhineland-Palatinate on March 14, 2007 .
