Douglas Michael Costle (born July 27, 1939 in Long Beach , California - † January 13, 2019 in McLean , Virginia ) was an American politician . He was one of the founding members of the Environmental Protection Agency and was its administrator from 1977 to 1981 under President Jimmy Carter .

Life

Douglas Michael Costle grew up in the Pacific Northwest of the United States. He developed an interest in environmental protection early on. In 1961 Costle made his Bachelor of Arts at Harvard University , followed by the Juris Doctor at the University of Chicago in 1964. He was then a member of the United States Army Reserve in military intelligence .

In the summer of 1963, Costle worked intermittently for the United States Department of Justice and the Federal Bureau of Investigation . He served as an attorney for the United States Department of Justice Civil Rights Division in 1964 and 1965 . He then held the same position from 1965 to 1967 in the Justice Department of the United States Department of Commerce . Costle then worked for a private law firm and an architecture firm in San Francisco .

In 1970, Douglas Costle served as Senior Staff Associate, Environment and Natural Resources, for the President's Advisory Council under President Richard Nixon . In the same year he was a co-founder of the Environmental Protection Agency for environmental protection and the protection of human health.

In 1971, Costle worked at the Woodrow Wilson International Center for Scholars . From 1972 to 1975 he was first deputy commissioner and then commissioner of the Connecticut Department of Energy and Environmental Protection , where he again campaigned for environmental protection. That same year, Costle began a position as assistant director of natural resources and trade in the Congressional Budget Office .

In 1977 Douglas Costle was appointed administrator of the Environmental Protection Agency by Jimmy Carter, which he had co-founded seven years earlier. He held the post until the end of Carter's presidency in 1981. During his tenure he took part in meetings of NATO as representative of Carter . After retiring from the Environmental Protection Agency, Costle largely withdrew from politics.

From 1987 to 1991, Costle was the dean of Vermont Law School . Together with Vermont's then governor Madeleine M. Kunin , he founded the non-profit organization Institute for Sustainable Communities in 1991 , which is committed to reducing environmental pollution. In 1994 Costle tried a political comeback as a candidate for the US Senate of the Democratic Party of Vermont, but failed in the primary to Jan Backus , who in turn lost the main election to Jim Jeffords .

Douglas Costle was married and had two children. He died of a stroke on January 13, 2019 at his McLean home at the age of 79.
