ELSTAT

The Greek Statistical Office , Greek Ελληνική Στατιστική Αρχή Ellinikí Statisticsí Archí , abbreviated ΕΛ.ΣΤΑΤ EL.STAT , has been the national statistical authority of Greece since July 2010, based in Piraeus . It collects, collects and analyzes statistical information on the economy , society and the environment .

Andreas Georgiou became ELSTAT President in 2010. He resigned from office on August 2, 2015 with immediate effect.

Predecessor institution ESYE

In November 2004 Eurostat published a comprehensive report on the changes made by the Greek government to the calculation of the budget deficit and public debt. The report states that from 1997 to 2003 the government deficit was consistently above 3% of gross domestic product (GDP). Thus, the Greek deficit figures were above the limit of three percent of GDP agreed for the Maastricht EU convergence criteria . Greece should not have joined the European Monetary Union on the basis of the correct data.

The new finance minister, Giorgos Papakonstantinou , set up a commission that examined the state budget and financial management in recent years and found that the previous government simply "dropped the numbers it did not like" and improved the statistics. An analysis by Eurostat also gave the picture of a veritable counterfeiting workshop. In the “Report on the Statistics of Greece” (January 8, 2010), the EU Commission ruled that ESYE did not provide any reliable data, because on the one hand there were “qualitative methodological deficiencies” in ESYE and, on the other hand, ESYE was “at the helm of politics”. The report showed, among other things, that the deficit figures reported to the Commission by the Greek authorities between 1997 and 2003 and in 2009 were not calculated according to European rules. The comments on the questions of the statistical methodology included items such as "Correction of government accounts", "Recording of tax receipts" and "Expenses for the purchase of military equipment". For example, military spending was assigned to the year of delivery rather than the year of purchase. As long as these weaknesses are not resolved, the reliability of the data remains questionable.

Established in 2010

On the recommendation of Eurostat , the previous ESYE was dissolved and ELSTAT was founded in July 2010 as a new, non-governmental authority. All ESYE tasks have been assigned to her.

ESYE was a general secretariat of the Greek Ministry of Economy and Finance; ELSTAT, on the other hand, is an independent agency that is only subject to the control of the Greek Parliament . Of the seven members of the governing body, four are elected by the Bureau of the Greek Parliament ; Another is appointed by the Minister of Finance, the Governor of the Bank of Greece and the Association of Employees of ELSTAT.
