Pope Pius X appointed him Bishop of Peoria on June 30, 1909 . The Apostolic Delegate in the United States, Archbishop Diomede Falconio, OFM , ordained him episcopally on September 1 of the same year ; Co- consecrators were John Janssen , Bishop of Belleville , and Peter James Muldoon , Bishop of Rockford .

As a bishop, he was a strong advocate of social issues. Immediately after his appointment, he organized help for the victims of a mining accident in Cherry and the care of the bereaved. During his tenure he founded several orphanages. Catholic education was also close to his heart. A highlight in this area was the inauguration of three Catholic schools in Ottawa in 1913 . In pastoral questions, he was an enthusiastic supporter of Pope Pius X advocated lowering the age for First Communion .
