Eduard Dmitrijewitsch Baltin ( Russian Эдуард Дмитриевич Балтин ; born December 21, 1936 in Smolensk , † October 7, 2008 in Moscow ) was a Russian admiral and commander of the Russian Black Sea Fleet .

Life

Baltin comes from the family of a member of the military. During the Second World War he spent with his mother's relatives in the village of Kolodnja in Smolensk Oblast , while his parents were at the front . After the war he went to school in Smolensk and Vyborg . In 1954 he joined the Soviet navy , completed two courses in 1956 at the Baltic Officers 'College of the Naval Forces and in 1958 the faculty for mine and torpedo weapons at the Caspian Officers' College of the Naval Forces SM Kirov in Baku . He then served in the Black Sea Fleet as a combat section commander on the guard ship Kuniza . In the Black Sea Fleet he became the commander of the Mine-Torpedo (GA-3) combat section on the S-65 submarine in October 1960 and on the S-234 submarine in 1961 . In September 1965 he became first officer of the submarine S-151 , in April 1966 of the submarine S-384 and in December 1966 of the S-74 . In 1968 he completed higher special courses for officers of the naval fleet and in December 1968 became the commander of the submarine S-310 of the Black Sea Fleet. In April 1969, Baltin moved to the Northern Fleet and served first as first officer on the nuclear submarine K-249 and then from 1971 as the commander of the nuclear submarine K-418 .

In 1975 Baltin graduated from the Ushakov Naval War Academy and in June 1975 found a job as chief of staff and deputy commander of the 13th nuclear submarine division in Murmansk Oblast . In June 1980 he successfully graduated from the Military Academy of the General Staff of the Armed Forces of the USSR "KJ Voroshilov" and was appointed commander of the 41st Strategic Nuclear Submarine Division of the Northern Fleet. During this time he earned services by increasing the combat readiness of the submarine missile cruisers and through practical rocket shooting under arctic conditions. Under his command, the Northern Fleet tactical group carried out test drives in the northern part of the Barents Sea from June 24 to July 8, 1981 with the submarine missile cruiser K-467 . For the first time in the history of the Soviet naval fleet, two ballistic missiles were successfully launched while submerged. The 1.8 m thick ice cover was previously destroyed with the help of the hull. Baltin was on board the cruiser during this positive operation and was awarded the title Hero of the Soviet Union and the Order of Lenin by the Supreme Soviet of the USSR on October 9, 1981 . On February 17, 1982 he was appointed Rear Admiral and in April of the same year he was appointed deputy commander of a nuclear submarine flotilla of the Northern Fleet. From October 1983 he commanded the 2nd nuclear submarine flotilla of the Pacific Fleet . From 1987 to 1990 he served as Deputy Commander of the Pacific Fleet and then headed the Chair of Operational Naval Warfare at the General Staff Academy. On May 7, 1989, he was promoted to Vice Admiral.

In December 1992, after long negotiations between Ukraine and Russia, he was appointed as Commander of the Black Sea Fleet and was confirmed in this post in January 1993. During the Abkhaz Civil War, Baltin, who was promoted to Admiral on June 16, 1993, led the evacuation of refugees with landing craft of the Black Sea Fleet. He was instrumental in the division of the Black Sea Fleet between Ukraine and Russia. He was later exposed to verbal hostility from Georgian and Ukrainian nationalists. He was unexpectedly released in January 1996 and retired in December 1996. The candidate of science then worked as a lecturer at the General Staff Academy .

Baltin died in a Moscow military hospital in 2008 and was buried in the Bratsk Cemetery in Smolensk.

Political career

In 1995, Baltin ran for the 2nd State Duma in the electoral bloc For the Homeland! . In August 1996 he became a member of the presidium and co-chair of the Patriotic People's Union of Russia. He led the federal list of the Republican People's Party of Russia in the elections to the 4th State Duma.

Awards

Honors

On November 26, 2009, Middle School No. 13 in Smolensk was named after Baltin. He was elected honorary citizen of the Georgian cities of Poti and Gori . His bust stands in the Heldenallee of the Azerbaijani city of Baku.
