Energy research

Energy research refers to scientific research in the field of energy . Energy research affects many different scientific disciplines, including in particular natural sciences , engineering , environmental sciences and social sciences including economics . It is therefore often carried out in an interdisciplinary or transdisciplinary manner.

Since the end of the 1970s, the German government has been promoting   research into energy technologies in the context of successive energy research programs . They take up the political and strategic goals of energy policy and set the guidelines for research funding. Under the umbrella of these programs, the ministries involved call for appropriate applications for research projects. Institutions and companies from research, development and industry can submit project ideas. On September 19, 2018, the Federal Cabinet passed the 7th Energy Research Program. It provides for a funding volume of around six billion euros by 2022. The Federal Ministry for Economic Affairs and Energy (BMWi) was responsible for developing the current program. The Federal Ministries for Education and Research (BMBF) and for Food and Agriculture (BMEL) are also involved.

The overarching goal is still an environmentally and climate-friendly, reliable and affordable energy supply. The “real laboratories of the energy transition” are anchored in the 7th Energy Research Program as a new funding format. They should address central challenges of the energy transition, bring together and test innovations on an industrial scale and real environment. This creates useful empirical values ​​and blueprints for the transformation of the energy system throughout Germany. The current program also aims to promote start-ups as dynamic actors in the energy transition.  

In general, the 7th Energy Research Program sets new accents, especially with cross-technology focal points, as funding is increasingly oriented towards society as a whole and systemically: It is about transforming the energy system as a whole with a view to the energy transition and climate policy goals.

While the BMBF implements funding measures in all areas of basic research, the BMWi funds application-oriented research and real laboratories along the entire energy chain. The BMEL is responsible for application-oriented biomass research. In addition, the BMWi supports projects in the field of energetic use of biogenic residues and waste materials.

The ministries have commissioned Project Management Jülich (PtJ), Project Management Reactor Safety Research (PtR, within the Gesellschaft für Anlagen- und Reaktorsicherheit (GRS) mbH), Project Management Karlsruhe (PTKA) and the Agency for Renewable Raw Materials (FNR) to support the funding activities .

Energy research of the countries

In addition to the energy research carried out by the federal government, many countries also have their own state research funding on the subject of energy. Examples of energy research institutions that are financed by a state are the Bavarian Center for Applied Energy Research or the Energie Campus Nürnberg . In addition, individual projects or associations on the topic of energy that are not permanent institutions are sometimes funded through research funding from the federal states.

International cooperation in energy research

EU funding

The European Union funds research and development on the basis of research framework programs (FPs) lasting several years . The basis for the FP is the EC Treaty (Title XVIII Research and Technological Development, Art. 163-173). The aim is to strengthen the scientific and technological foundations of industry, promote the development of its international competitiveness and expand the European Research Area (ERA) . The 7th Research Framework Program (2007-2013) has been running since 2007, for which a total of over € 50 billion is available. Non-nuclear energy research is one of 10 thematic priorities for which € 2.35 billion has been earmarked. Applications for research projects can be submitted on the basis of so-called "calls" published annually. The Energy Program Committee, in which the BMWi represents the Federal Government, supports, advises and monitors the European Commission in the preparation and implementation of the "calls". In order to realize synergy effects between national and European funding policy, the BMWi participates in so-called European technology platforms such as "Zero Emission Fossil Power Plants - ZEP" or "Electricity Networks of the Future" as well as in so-called ERA-Nets (" Hydrogen and Fuel Cells- HyCo ”and“ Fossil Energy Coalition - FENCO ”).

International Energy Agency - IEA

Germany is a founding member of the International Energy Agency (IEA), which has existed since 1974 . Today the IEA offers the 28 member states a broad forum for joint coordination of important energy issues. In addition, it is a platform for international research collaborations with a focus on the areas of renewable energies , fossil fuels , energy efficiency and nuclear fusion . In principle, the IEA research cooperations are open to all countries that attach importance to cooperation in the field of the development of energy technologies .
