Development and Justice through Transformation: The Four Big I.

The special report "Development and Justice through Transformation: The Four Big I" was prepared by the German Advisory Council on Global Change (WBGU) on behalf of the German Federal Government. There are recommendations for the German G20 presidency and calls for a transformation towards a sustainable global society and economy .

(1) With a realignment of innovations , an economic and prosperity development within the guard rails of the earth system should become possible.

(2) About a rapid, climate-friendly and resource-saving restructuring of the central infrastructures of the global economy ...

(3) ... the framework conditions are to be created in order to achieve an investment boost for the sustainability transformation.

(4) The principle of social inclusion (justice and participation) is seen as a prerequisite for a society's transformation towards sustainability .

The creative state

The WBGU is of the opinion that the previous model of prosperity should be questioned and realigned, as it causes great damage.

Public institutions, the market, civil society and science should be brought into a new balance in order to advance the transition to sustainability.

In the current globalization crisis , a new “deal” , a (global) social contract for sustainability and inclusion, is required that transcends the borders of the nation-states and combines overcoming the current state of stagnation in the world economy with the project of restoring peace between civilization and nature.

To this end, the WBGU believes that the creative state should be strengthened, a state that on the one hand sets priorities and on the other hand provides improved opportunities for co-determination, participation and participation.

Narrative "Sustainable growth and new life prospects through transformation"

In the eyes of the WBGU, the goals of sustainable growth adopted by the UN in 2015 can help to overcome centrifugal forces in society, globalization-skeptical concerns and nationalistic fear reactions.

Model of the "solidary quality of life"

The previous image of the human being assumes that consumption decisions are predominantly based on individual benefit. The WBGU sees the increasing willingness of civil society to take responsibility for climate protection as an opportunity to develop the ability to understand the transformation processes and to derive one's own actions. To do this, the understanding of quality of life has to change. Adequate communication of climate protection targets, their effects and possible risks is important. It is important that one's own actions are not directed at the expense of current and future generations. For the necessary attitude, the WBGU suggests the concept of "solidarity-based quality of life".

2016–2020: Overdue measures

2020–2030: Herculean efforts

  • End of the approval of vehicles with combustion engines ("electrification of the transport sector well before 2050")
  • Higher CO 2 tax (US $ 30 per t CO 2 )
  • Investments in renewable energies (by diverting the no longer subsidies for fossil fuels )
  • Tenfold increase in research funding for developments:
    • Extended battery life and improved energy storage
    • Alternative propulsion systems for aircraft
    • New building materials for cities ("radical reduction in the use of cement")
    • Approaches to design sustainable lifestyles
    • Concepts for sustainable urbanization in polycentric structures
    • Sustainable removal of CO 2 from the atmosphere

2030–2040: Strategic breakthroughs

  • Build newly planned quarters as energy-plus houses
  • Realize energy transport with superconducting cables
  • Expand floating and flying renewable energy technologies
  • Establish roads with optimized rolling friction
  • Replacing concrete and steel in the construction sector with climate-friendly substances such as wood, clay and stone
  • Expand CO 2 removal from the atmosphere through extensive reforestation and sustainable use of bioenergy with CO2 capture and storage

2040–2050: Adjustment and reinforcement

  • Further use of natural gas, but CO 2 -neutral through CCS technologies
  • Atmospheric CO 2 removal should be followed up

Rejection of geoengineering

Measures aimed at changing the radiation balance should not be pursued. The WBGU also advises against measures aimed at large-scale changes in the carbon cycle and proposes that geoengineering measures be regulated within an international legal framework.

Building a future fund

A future fund should be built that feeds off:

(1) the pricing of CO 2 emissions

(2) an estate tax with which 10–20% of the national inheritance and gift volume are to be collected

The future funds should invest in long-term sustainability and climate protection goals. The dividends should be used to support the transformation in terms of national social and structural policy.

Press coverage

It is unanimously agreed that the G20 Presidency could set the course for climate protection.

As early as 2015, the G7 states, under the German chairmanship , decided in Elmau to reduce global greenhouse gas emissions to zero in this century.
