The Willy Brandt School of Public Policy is a public research and training institution of the Political Science Faculty of the University of Erfurt and has been offering the first German course for the Master of Public Policy (MPP) since 2002 . The course is accredited and reaccredited by ACQUIN . The language of instruction is English . Until November 2009, the Brandt School was called the Erfurt School of Public Policy (ESPP).

The Brandt School is a professional school based on the Anglo-American model, in which teaching, training and research are organized and linked with one another based on problems and tasks. In the field of public policy, it offers advanced training at the master's level, in which the relevant knowledge and methods of the social sciences (economics, political science, administrative science and sociology) are incorporated. Combined with an explicit reference to professional practice and to social problems, the Brandt School wants to make established disciplinary boundaries in the individual sciences permeable in order to use their theoretical and methodological skills for common questions and the development of professional profiles.

A special feature of the Brandt School is the internationality of the students. The current 112 students (as of May 23, 2016) come from over 40 countries. They have various educational backgrounds and work experience, with the majority holding a first degree in social sciences.

Naming

Willy Brandt was chosen as the namesake for various reasons. These include, on the one hand, the positive relationship to the city of Erfurt following his visit in 1970, the first German-German summit, and, on the other hand, his contributions to east-west and north-south understanding and his role model function as a reform politician who is keen on dialogue.

Course offer

The Master of Public Policy (MPP) course is an interdisciplinary, application-oriented, English-speaking, two-year full-time course. It is aimed at students from Germany and abroad who aspire to decision-making and management positions in the public sector, international organizations, non-governmental organizations, politics or companies. The MPP course can be studied either directly after a bachelor’s degree (“consecutive”) or on the basis of several years of professional experience (“postgraduate”).

The course content includes methods of policy analysis, formulation and implementation from political science, economics, sociology, administrative science, ethics and law. Practical experience is integrated into the curriculum through internships, project groups, case studies and simulation games. There are currently opportunities for content specialization in the following areas, of which the students choose two:

  • Public and Non-Profit Management
  • European Public Policy
  • International Affairs
  • International Political Economy

Alternatively, students can take the Conflict Studies and Management Track (CSMP) within the MPP.

research

In addition to the range of courses, the Brandt School also conducts research in the areas of public policy and governance. There are currently four main research areas:

  • Methods of Public Policy
  • Entrepreneurship and Public Policy
  • International Conflict Management
  • Varieties of Governance

A PhD program is offered for all four main research areas. The area " Managing Fragility - Critical Perspectives on Good Governance ", which emerged from the CSMP focus, is part of the Graduate School Scholarship Program (GSSP) of the German Academic Exchange Service ( DAAD ), under which foreign doctoral students can apply for a doctoral scholarship.

Partnerships

Thanks to the strategic partnership with the Haniel Foundation and the DAAD, there are a number of programs and grants, so far mainly with a focus on Russia / Eastern Europe and Afghanistan.

The cooperation with the DAAD primarily includes the Public Policy and Good Governance (PPGG) scholarship program . Since 2009, 82 PPGG scholars have completed the Master of Public Policy at the Brandt School. The DAAD has also financially supported the Summer Schools on Managing Fragility: Good Governance in Transition Contexts that have been taking place since 2013 . Between 2008 and 2011, the Brandt School was also the sole cooperation partner of the Federal Foreign Office and the DAAD in the Good Governance in Afghanistan program. This program aimed to prepare young Afghan leaders for the challenges of rebuilding the Afghan political system. 36 Afghan graduates have successfully completed the program and the MPP.

The Haniel Foundation finances the Franz Haniel Chair for Public Policy and the Aletta Haniel Chair for Public Policy and Entrepreneurship. It awards several scholarships to students from Eastern Europe / CIS and from Western Europe / North America. The foundation also supports the Haniel Spring Schools that take place annually in Russia . a. on topics such as " Public Administration - Russia in Comparative Perspectives ", " Border Policies from the Soviet Union to the EU " and " The Effects of Center-Local Relationships on Public Policy ". Since 2014 the Haniel Schools have been run in cooperation with another partner, namely the St. Petersburg Center for Independent Social Research (CISR).

The professors and lecturers at the Willy Brandt School include, in addition to the director Achim Kemmerling , for example Heike Grimm , the deputy director, Frank Ettrich , professor of sociology and co-editor of the Berlin Journal of Sociology, Karl Theodor Paschke , former Under-Secretary-General of the United Nations , Edgar Aragón, visiting professor from EGAP-Tec de Monterrey, Mexico, since 2019 also Andreas Goldthau as Franz Haniel Professor for Public Policy as well as a majority of the professors of the Political Science Faculty of the University of Erfurt.
