Karl Theodor Paschke (born November 12, 1935 in Berlin ) is a German diplomat .

Career

He studied law in Bonn and Munich from 1955 to 1959 and passed the first state examination in law before doing preparatory service for the higher foreign service from 1960 to 1963.

Paschke worked for the Foreign Office in Bonn from 1963 to 1964 and served from 1964 to 1968 in the German Consulate General in New Orleans in the United States as permanent representative of the head and from 1968 to 1972 in the same position in the German embassy in Kinshasa in the Democratic Republic of the Congo . From 1972 to 1977 Paschke worked again in the Foreign Office in Bonn and from 1977 to 1980 headed the press department at the German Embassy in Washington, DC in the United States.

From 1980 to 1984 Paschke worked under Foreign Minister Hans-Dietrich Genscher in the Foreign Office in Bonn as head of division, from 1981 to 1984 as the Foreign Minister's spokesman .

From 1984 to 1987 Paschke was head of the permanent representation at the United Nations Office and other international organizations in Vienna . From 1987 to 1990 he held the position of permanent representative of the head of the German embassy in Washington, DC, in the United States and in 1990 moved back to the Foreign Office in Bonn, where he worked as head of the central department until 1994.

In 1994, Paschke was the first German to be appointed Under-Secretary-General of the United Nations and UN Inspector General for Internal Oversight Services ( Internal Audit ) with the express consent of the United States , and was supposed to implement budget consolidation savings within the UN .

After his term in office in 1999, Paschke worked again for the Foreign Office as a special inspector for the German embassies in the European Union until his retirement in 2000 .

Since 2000 he has been working in an advisory capacity for the Foreign Office in Bonn and has worked for various other international organizations. For five years he was chairman of the budget and finance committee of the International Criminal Court in The Hague . Since his retirement he has given several lectures at universities and at international conferences, for example at the University of Magdeburg in 2001. Since 2003 he has also lectured as a lecturer in international relations at the Willy Brandt School of Public Policy (founded in 2002 as the Erfurt School of Public Policy (ESPP) at the University of Erfurt ). In 2006 he was reactivated for a year as the Federal Government's special envoy for UN management and secretariat reform. Paschke has been a member of the Presidium of the German Society for the United Nations (DGVN) since 2007
