Distribution of seats

In 1945 the Council was appointed by the British Military Government: Bourgeois: 22 of the 49 seats; SPD: 16 seats; KPD: 11 seats.
In the distribution of seats in 1946, the 28 seats of the SPD and the total number of seats are occupied. In addition, the minutes of the first meeting never mention parties other than the CDU and the SPD. The 17 seats for the CDU are therefore very likely, also due to the majority vote.
