Karl-Rudolf "Rolf" Fischer (born August 6, 1954 in Adelebsen ) is a German politician ( SPD ). From 2000 to 2012 he was a member of the state parliament of Schleswig-Holstein and from 2012 to 2017 State Secretary in various ministries.

Life and work

After graduating from high school as well as training and working as a librarian, Fischer completed a degree in political science , folklore and German studies , which he completed with a Magister Artium (MA). He then worked as a civil servant in the administration of the Schleswig-Holstein state parliament, where he most recently headed the presidential office and the department for European and minority affairs.

He is currently the head of the ZS department (department-wide and in-house cross-sectional tasks, recruitment and training authorities, supervision) of the Senate Department for Interior and Sports Berlin.

Karl-Rudolf Fischer is widowed and has three children. He is also the chairman of the Society for Kiel City History .

Fischer joined the SPD in 1982. From 1995 to 2000 and again from 2004 to 2013 he was chairman of the SPD district association in Kiel . He was spokesman for the working group SPD and churches and deputy chairman of the Europaforum of his state party.

MP

Fischer was a member of the Schleswig-Holstein state parliament from 2000 to 2012 . From 2000 to 2005 he acted as chairman of the European Committee and from 2002 to 2004 as deputy chairman of the investigative committee to clarify legal violations and other misconduct by members of the state government or employees of the state in procurement procedures, disposals of state assets and the exercise of part-time activities . From 2005 to 2012 he was a member of the board of the SPD parliamentary group. He was also the spokesman for his group's minority policy until 2009 and European and church policy until 2012.

Karl-Rudolf Fischer always entered the state parliament as a directly elected member of the Kiel-Nord constituency . In the state elections in 2005 he received 45.7% of the first votes , in 2009 his share of the vote was 33.2% and in 2012 39.8%.

Public offices

On June 12, 2012, Fischer resigned his state parliament mandate and moved to the Ministry of Education and Science as State Secretary for Science. For him moved Tobias von Pein to as an MP. After the resignation of Education and Science Minister Waltraud Wende on September 12, 2014, responsibilities in the Albig cabinet changed . The science department with State Secretary Fischer moved to the now expanded Ministry for Social Affairs, Health, Science and Equality of the State of Schleswig-Holstein to the minister there, Kristin Alheit . At the end of the 17th electoral term, his office ended in June 2017.
