Waltraud "Wara" Wende (born November 19, 1957 in Birkelbach ) is a German German scholar , cultural and media scholar . From June 2012 to September 2014 she was Minister for Education and Science in the Albig cabinet in Schleswig-Holstein . Before that, she was President of the European University Flensburg from 2010 to 2012 .

education

Turning first attended the elementary school , moving on to secondary school in Erndtebrück and put finally in 1977 at the Johannes-Althusius-Gymnasium in Bad Berleburg the High School as valedictorian from. She then studied general literature , German , history , pedagogy and sociology at the University of Siegen and graduated with the first state examination for upper secondary level in 1984 and the first state examination for secondary level I in 1987.

Scientific career

From 1985 to 2000 Wende worked first as a research assistant, then as an assistant in the Department of Linguistics and Literature at the University of Siegen. In 1989 she received her doctorate in German studies with a dissertation on the subject of a new beginning - writers' speeches between 1945 and 1949 . From 1989 to 1994 she was the editor of the interdisciplinary journal Diagonal published by the rector of the University of Siegen, and later she was also co-editor of the journal.

In 1994 she completed her habilitation in modern German literary studies at the University of Siegen with the topic In the Vexierspiegel parodistic reflection - On the history of reception and impact of Goethe from the late eighteenth century to the present. After completing her habilitation, she was appointed professor at the University of Siegen. Parallel to her teaching activity in Siegen, she took on teaching assignments in the Studium fundamentale at the private University of Witten / Herdecke .

In 2000, after a substitute professorship at the University of Kassel , she received the chair for German-language literature, culture and media at the University of Groningen . There he did research on the “interdisciplinary theory-based analysis of the symbolic representation of culture, history and politics in literature and film”. In 2005 she interrupted her professorship in Groningen to take up a visiting professorship at Johannes Gutenberg University Mainz .

Her time in the Netherlands ended in 2010 when she was elected President of the European University of Flensburg . She held the office until she was appointed Minister in 2012. Her teacher training reform was praised. She also opposed proposals to close or transform the university.

Minister

From June 2012 to September 2014, Wende was a non-party member at the suggestion of the ruling SPD Minister for Education and Science of Schleswig-Holstein in the Albig cabinet .

School reform

After taking office, Wende began to realign the school system in Schleswig-Holstein and, from autumn 2012, organized educational conferences on school and university policy.

As a result, the then regional schools (as an organizational link between secondary and secondary schools) were abolished in 2013 and the two-tier school system (consisting of community schools and grammar schools ) was introduced. At some of these community schools upper levels with a high school diploma were established. These steps were heavily criticized by the opposition and in the press. It was feared that the grammar schools would weaken and the gradual introduction of a single school , with the planned reform of teacher training and the planned reform of teacher salaries causing further unrest.

During a debate in the state parliament about the future of the support centers in spring 2014, Wende said, quoting the educational scientist and special education teacher Hans Wocken : “The special school, even if it is euphemistically referred to as a support center, reduces opportunities for participation. They - the special schools or the support centers - are seen in the public as well as in the scientific discussion as institutions with offensive, incriminating, shameful, degrading effects, with stigmatization. ”Because of this statement, she came again into public and oppositional criticism. The CDU parliamentary group interpreted the quote as an attack on the work of the special educators. Wende then apologized to the state parliament and at a meeting of the “Association of Special Education” for the use of this sentence and assumed a misunderstanding.

In the primary schools, Wende introduced its own eight-semester primary school teacher training. In addition, she abolished the grading with numerical grades in elementary schools, since these are "neither objective nor differentiated and motivation for achievement". They were replaced by a competence grid and report certificates . Primary schools can deviate from this at the decision of the school conference. The school transition recommendations were abolished and replaced by development reports combined with a binding parenting interview.

Science policy

Wende's university policy goals were to synchronize the lecture times of universities and (technical) colleges and to give (technical) university professors who are strong in research the right to award doctorates. The latter in particular led to protests from university professors. In addition, Wende aimed at the structural renovation of the university clinic in a PPP process as well as a reorganization of university medicine, which is offered in Schleswig-Holstein in both Kiel and Lübeck .

Their reform of university teacher training was the subject of criticism in spring 2014. The aim was to introduce a “practical semester”, the introduction of a compulsory module “German as a second language”, the introduction of a module “teaching in heterogeneous classes” and the standardization of teacher training by discontinuing the special training of high school teachers. In addition to the opposition, her social democratic predecessor Ute Erdsiek-Rave also questioned the reform project.

In June 2014 it became known that the Presidium of the University of Flensburg Wende had promised a “return option” to the university before taking over their ministerial office, which provoked fierce criticism from the opposition and a public debate. According to Werner Reinhart , who succeeded her as President of the University, the decision of the Presidium was taken in response to her “desire for financial security and political independence”, but according to Senate Chairman Uwe Danker , she “did not exert any pressure” on the University. . The assurance was revoked by the university in April 2014 at the request of Wendes. After both the opposition and members of the press repeatedly interpreted the return option as unlawful, an investigation was opened against Wende. In August 2014, her private rooms, the University of Flensburg, the Ministry of Education and the State Chancellery were searched. Wende resigned as minister in September 2014, her successor was the SPD politician Britta Ernst . The investigation into Wende was closed in October 2016. In August 2017 it was announced that she had been awarded compensation for the searches and seizures.

Other offices

From 2006 to 2012 Wende was responsible for the project management of the Lower Rhine cabaret award Das Schwarze Schaf . She is a member of both the admissions jury and the final jury for the award. She was a member of the supervisory board of the consumer organization foodwatch from 2008 to 2012.

In 2009, the Federal Ministry of Education and Research appointed her to the board of trustees of the Volkswagen Foundation . In 2010 she was appointed to the steering committee of the German-Dutch forum by the Foreign Office . She has been a member of the jury for the German Language Culture Prize since 2011 .

Wende has lived as a freelance artist in Berlin since the end of 2014 .
