Paul Pagel
Paul Pagel (born December 29, 1894 in Bredenfelde / Mecklenburg , † August 11, 1955 in Kiel ) was a German politician ( CDU ). He was Minister of Social Affairs in 1947, Minister of Education from 1950 to 1954, Minister of the Interior from 1950 to 1955 and Deputy Prime Minister of Schleswig-Holstein in 1951 and 1953 to 1954 .
Life and work
After high school in Neustrelitz graduated Pagel studies in agriculture and political science , which he called diploma ended -Landwirt. After the two doctorates for Dr. agr. and Dr. rer. pole. he entered the administrative service. During the Nazi era he was involved in the liberal resistance group Robinsohn-Strassmann-Gruppe and was their contact to the Confessing Church .
Paul Pagel was married and had two children.
Political party
In 1945 Pagel was one of the founders of the CDU in Bad Segeberg .
MP
Pagel was a member of the state parliament of Schleswig-Holstein from 1946 to 1947 and from 1950 until his death .
In 1946 he was still a member of the appointed state parliament , after which he was always directly elected member of the Segeberg-Süd constituency.
Public offices
On February 28, 1947, he was appointed Minister for People's Welfare to the state government of Schleswig-Holstein led by Prime Minister Theodor Steltzer . This was preceded by a severe government crisis. On the occasion of a draft law by Franz Ryba to set up a separate refugee administration, Andreas Gayk (SPD) requested that the state parliament withdraw confidence from Minister Ryba. This motion was accepted on February 28, 1947 in the Lübeck council chamber with 39 votes to 18. CDU parliamentary group leader Carl Schröter announced that he would withdraw the CDU ministers from the government. In the CDU, however, Theodor Steltzer prevailed, who advocated continuation of government work. For the CDU, Paul Pagel took the ministerial office instead of Franz Ryba. The first free state election in Schleswig-Holstein on April 20, 1947 was lost for the CDU and Steltzer withdrew. After this first state election, in which the SPD won an absolute majority , Paul Pagel left the government on April 19, 1947.
After the SPD lost its majority in parliament in the state elections in Schleswig-Holstein in 1950 , Paul Pagel was nominated as candidate for prime minister by the electoral bloc made up of CDU, FDP and DP . On August 7, 1950, the electoral bloc attempted to elect Paul Pagel as prime minister by means of a constructive vote of no confidence. However, since the BHE decided against Pagel and the electoral bloc did not have a majority of its own, the candidacy failed with 31 of 69 votes. After Paul Pagel renounced the office of prime minister, the way was clear for a coalition of the electoral bloc and the BHE.
On September 5, 1950, Paul Pagel was appointed Minister of the Interior and Minister of Education under Prime Minister Walter Bartram . After Bartram's resignation, he served as Minister of the Interior from June 25, 1951, as Minister of Education and Culture, and also as Deputy Minister-President Friedrich Wilhelm Lübke until June 27, 1951 . He was reappointed Deputy Prime Minister on November 7, 1953. After Lübke's death, Pagel resigned on October 11, 1954 from the office of minister of education and the deputy prime minister, but continued to head the interior ministry in the cabinet of the new prime minister, Kai-Uwe von Hassel, until his death on August 11, 1955.
