Franz Ryba

Franz Ryba (born May 11, 1910 in Scharley / Upper Silesia , today part of the town of Piekary Śląskie , † December 1, 1987 ) was a German politician ( CDU ).

From 1946 to 1947 he was Minister for People's Welfare of Schleswig-Holstein .

Life and work

After graduating from high school , Ryba studied law in Freiburg im Breisgau , Breslau and Greifswald . In 1940 he received his doctorate as Dr. jur. at the University of Greifswald with the work The Upper Guardianship in German Law .

After the Second World War he came to Schleswig-Holstein as a displaced person . He was a member of the Refugee Council for the British Zone. Most recently he worked as a lawyer in Preetz .

Franz Ryba was married and had three children.

Political party

Franz Ryba joined the CDU at the end of 1946 (after he had already sat as a non-party member of the appointed state parliament ) and was deputy state chairman of the CDU in Schleswig-Holstein at the end of the 1940s .

Franz Ryba was a member of the two appointed state parliaments of Schleswig-Holstein in 1946/47 and was also a member of the state parliament of Schleswig-Holstein from 1947 to 1950 . The Landtag elected him a member of the first Federal Assembly , which elected Theodor Heuss as Federal President on September 12, 1949 .

Public offices

From November 23, 1946 to February 28, 1947, he was a member of the state government of Schleswig-Holstein ( Steltzer II cabinet ), as Minister of Public Welfare , headed by Prime Minister Theodor Steltzer . His special commitment was the integration of the refugees. This policy met with opposition in the SPD Schleswig-Holstein , the coalition partner at the time. At the instigation of the SPD, a committee of inquiry was set up as early as the second session of the state parliament, which was supposed to investigate whether Franz Ryba's powers had been exceeded in a housing matter. As soon as this accusation was invalidated, it was again sharply attacked by the SPD. The reason was Ryba's draft law to set up a separate refugee administration. Andreas Gayk spoke of an " enabling law " and requested that the state parliament withdraw confidence from Minister Ryba. This motion was accepted on February 28, 1947 in the Lübeck council chamber with 29 votes to 18 with two abstentions and plunged the government into a serious crisis. CDU parliamentary group leader Carl Schröter announced that he would withdraw the CDU ministers from the government. In the CDU, however, Theodor Steltzer prevailed, who advocated continuation of government work. For the CDU, Paul Pagel took the ministerial office instead of Franz Ryba. The CDU lost the first free state elections in Schleswig-Holstein on April 20, 1947, and Steltzer withdrew.
