Susanne Gaschke (2011)

Susanne Gaschke (born January 19, 1967 in Kiel ) is a German journalist , publicist and author . From 1997 to 2012 she was editor of the weekly newspaper Die Zeit . Today she writes for Die Welt and Die Welt am Sonntag . In 2012, she was elected Lord Mayor of Kiel as an SPD candidate . On October 28, 2013, she resigned because of the tax exemption controversy .

Gaschke is the author and editor of several non-fiction books .

Life

After graduating from the Kiel School of Academics in 1986 , Gaschke studied English language and literature , education and public law at the Christian-Albrechts-Universität zu Kiel , where she received her doctorate in 1995 with her dissertation on children's literature (evaluation: summa cum laude ) under Konrad Groß. She did a traineeship at Kieler Nachrichten and from 1997 was editor of the weekly newspaper Die Zeit . There she was in charge of the “Young Readers” division, with a focus on social , youth , women and education policy . Later she turned in particular to the topics of digital modernity and copyright protection , taking the position of the Heidelberg appeal . Gaschke was also the editor of the children's magazine Zeit Leo . Since January 1st, 2015 she has been the author of Welt und Welt am Sonntag , where she u. a. was responsible for the Real Life column .

As a journalist and publicist, she works a. a. with social issues such as digitization , manners and upbringing and comments on current political events and the situation of the SPD. She also writes reports.

Gaschke is married to Hans-Peter Bartels , a former SPD member of the Bundestag who was the German Bundestag's defense commissioner from 2015 to 2020 . The couple has a daughter.

Political career

Gaschke was already politically active during his studies , among other things as chairwoman of the general student committee . From 1987 to 2020 she was a member of the SPD and gained her first experience with the Jusos. When the Lord Mayor of Kiel Torsten Albig was elected Minister-President of Schleswig-Holstein in 2012 , the position in Kiel City Hall had to be filled again. Gaschke prevailed at a general meeting and was nominated as a party candidate for direct election. She justified her move to politics with the interest "to change the situation". She no longer only wants to be a reporter, but rather to take responsibility herself, as she put it in her nomination speech. In the election campaign, Gaschke mainly addressed the replacement of the coal-fired power station on the fjord , investments in schools and sports halls and the city's debt.

Gaschke received the most votes in the mayoral election in October with 43.2 percent of the votes ahead of Gert Meyer ( CDU ) and Andreas Tietze ( Bündnis 90 / Die Grünen ), but missed an absolute majority . In the runoff election she was also supported by the Greens and won with 54.1 percent of the vote. Gaschke took office as the 18th mayor of the city of Kiel on December 1, 2012.

Controversy and resignation

Before Gaschke took office, the city administration led by Torsten Albig had negotiated with an entrepreneur for several years about the settlement of titled tax assessments without enforcing them - which was ordered by the court in 2008, but was suspended again in 2011. The claims had their origin in the taxation of real estate transactions of the person concerned in the 1990s. In July 2013, Gaschke exempted interest and fees in the amount of 3.7 million euros by way of an urgent decision without prior participation by the council. The entrepreneur should only pay trade tax in the amount of 4.1 million euros in installments. The urgency was justified with the avoidance of the tax debtor's bankruptcy and the securing of at least part of the claim.

Gaschke's decision sparked a controversial public discussion, with observers calling it a “tax gift for a rich man”. The local authority in the Ministry of the Interior of Schleswig-Holstein objected to the decree as unlawful, since it had been issued without the necessary consent of the council. She instructed the city to revoke the decision immediately, but this was no longer possible for legal reasons. The majority of the Council had already waived on August 22, 2013 to make use of their right of withdrawal of the decision. In addition, errors later became known in the report of the municipal supervision, among other things the wrong assignment of a signature in the file process to a certain person. In October 2013, the Kiel Public Prosecutor's Office initiated investigations against Gaschke on suspicion of infidelity , which were discontinued in May 2014 due to insufficient suspicion .

In the wake of the controversy, Gaschke announced her immediate resignation at the end of October 2013 and subsequently applied for her release from her temporary employment position. She justified this with the ongoing media debate about her person and criticized a “pseudo-neutral arbitration” by the journalists. She later criticized a "journalistic superhumanity". Frank Schirrmacher had previously used this term to describe the excessive expectations in journalistic reporting. Other observers attested Gaschke aloofness and "stubbornness" ( Björn Engholm ), she saw herself as a victim. Before her resignation, Gaschke described her decision in the tax procedure as a mistake and apologized to party friends and council members.

At the end of 2014, the entrepreneur in question filed for bankruptcy. This could lead to the city receiving significantly less money than the decree initiated by Gaschke. The insolvency plan adopted by the creditors' meeting in November 2016 provides for an insolvency rate of 30 percent.

In May 2020, Gaschke resigned from the SPD and justified the step in the world, among other things, with the party's “dishonorable behavior” towards her husband Hans-Peter Bartels, who had not been nominated again in his position as military commissioner and was replaced by Eva Högl . In this context, she spoke out violently against the party and many of its protagonists: From an advancement party, this has developed into a supply party, which is only about jobs, offices and company cars. In contrast to internal party logic, qualification no longer plays a role.

Author

Susanne Gaschke (2019)

Gaschke's first book was published in 2001 under the title Die Erziehungskatastrophe bei der DVA . This was followed in 2002, also at the DVA, with the book Witches, Hobbits and Pirates about the best books for children. She received greater attention for the work Die Emanzipationsfalle, published in 2005 by C. Bertelsmann Verlag . In it she analyzes the living situation of women and addresses their responsibility for society as well as the (demographic) consequences of an ideology of emancipation, career and consumption. Gaschke pleaded for partnerships to be subjected to a new seriousness apart from a “sex-and-the-city romance”. In 2007, together with Gesine Schwan , she published the book alone is not enough at Herder Verlag. With Klick ( Herder Verlag , 2009) she wanted to show "strategies against digital dumbing" and thus joined a fundamental criticism of digital media . In her book The Sold Childhood , published in 2011, she addresses the shortening of childhood through consumption and communication. Three years later, in the volume Full Risk , she describes her career as mayor of Kiel, the controversy over her resignation and criticizes the way leading state politicians of the SPD deal with her.
