Hans-Peter Bartels (born May 7, 1961 in Düsseldorf ) is a German politician ( SPD ). From 2015 to 2020 he was the German Bundestag's Defense Commissioner for one term .

Life and work

After graduating from the Max Planck School in Kiel in 1980 , Bartels did his military service and began studying political science , sociology and folklore at the Christian Albrechts University in Kiel in 1981 , which he completed in 1986 with a Magister Artium . In 1988 he started working for Wilfried Röhrich with his work on Logic and Worldview. Studies on Gotthard Günther and Norbert Elias on the model of decentralized subjectivity for Dr. phil. PhD.

He then worked as an editor at the Kieler Rundschau , but still switched to the State Chancellery of Schleswig-Holstein in 1988 as an employee . There he was u. a. Speechwriter for the then Prime Minister and SPD chairman Björn Engholm and later sect commissioner for the state government of Schleswig-Holstein .

From 1980 to 1982 Bartels was chairman of the Junge Presse Schleswig-Holstein, the regional umbrella association of youth media, and from 1986 to 1988 a member of the AStA at Kiel University. He is a member of the ver.di union .

Bartels is married to the former mayor of Kiel and journalist Susanne Gaschke and has a daughter.

Political activity

Bartels became a member of the SPD in 1979 as a schoolboy. 1984/1985 he was deputy state chairman of the Jusos in Schleswig-Holstein, from 1991 to 1997 chairman of the SPD district committee in Kiel and from 1995 to 1997 chairman of the SPD state committee in Schleswig-Holstein. He is an advisory member of the SPD Fundamental Values ​​Commission .

Bartels was a member of the German Bundestag from 1998 until his appointment as Defense Commissioner in 2015 , always directly elected member of the Bundestag constituency of Kiel . In the 2005 Bundestag election it received 50.7% of the first votes , 38.2% in 2009 and 43.0% in 2013 .

Bartels was a full member of the Defense Committee and its chairman from 2014 ( 18th electoral term ).

From March 2010 until the end of the electoral term , Bartels was chairman of the democracy working group of the SPD parliamentary group .

In 1998 Bartels was one of the co-founders of the Berlin Network , an association of SPD members of the Bundestag.

On December 18, 2014, Bartels was elected Defense Commissioner of the German Bundestag and took over this office from Hellmut Königshaus on May 21, 2015 , whereby he resigned from the German Bundestag. He advocated arming the Bundeswehr and increasing the military budget. In 2020, Bartels complained about the poor data situation on right-wing extremism in the troops and called it "curious" that, as a military commissioner, he was the only one who could give figures on the phenomenon. He saw the MAD as having an obligation, because the Bundeswehr must be aware of when "enemies of the constitution intrude". A one-time re-election of Bartels after five years would have been possible, but without a reason, Rolf Mützenich announced at the end of April 2020 that the SPD parliamentary group did not support this. Eva Högl was elected as his successor on May 7, 2020 .

Journalistic activity

During his membership in parliament, Bartels has regularly published guest articles in major daily and weekly newspapers, in particular on current security issues and democracy. He has also dealt scientifically with the role of MPs in parliamentary democracy.

In 1999 he co-founded and until 2001 was the first editor in charge of the two-month magazine Berliner Republik , in which he regularly published articles until the beginning of 2016.

In his 2005 book Victory Capitalism. Like an ideology incapacitating us , he criticized what he believed to be the radical market mainstream in Germany and opposed it with his own social democratic political concept.

In 2012 he published a social democratic overview of the current experiences and requirements of German defense policy (title: We are the good guys ).
