First director

First director is in Germany a basic office designation of an office of an official in the category of higher service in the federal administration . The basic title of First Director may only be awarded with an addition. In the case of first directors, this addition basically refers to the authority at which he works ( BBesG Annex I, preliminary remarks No. 1, paragraph 2).

Service position

Civil servants who have been given an office with the basic title of First Director generally hold a prominent position in an authority, for example deputy authority head or head of the immediately following hierarchical level ( department head ).

history

Until the Act on the Modernization of Salary Structures (BesStMG) came into force on January 1, 2020, the offices of the first directors were listed individually in the Federal Salary Regulations B. Since then, First Director has been a basic post. The background to the change is that the evaluation of all management positions and thus the structure of the federal administration were mapped in the Federal Salary Code B. If the value of an office - due to restructuring, organizational or name changes of the authorities or reassessment of one or more offices within an authority - should be changed, two laws had to be changed: the Budget Act to create a permanent position and the BBesG to change the allocation of the Function to a grade or change of official title. The latter often extended the procedure for changing the official title and delayed it considerably. The new version of the Federal Salary Regulations B by the BesStMG and the new basic title of First Director contained therein shorten the process.

Salary

Offices with the basic title of First Director can be classified in salary order B in salary groups B 4 to B 6 or B 8 of the Federal Salary Act ( BBesG ). In terms of grade, the first director in grade B 6 corresponds, for example, to a brigadier general or flotilla admiral .

Offices

Civil servants with the basic title of director hold the following offices and add the following to the basic title:

Grade B 4

1as head of research and as permanent representative of the president
2 as the permanent representative of the head of office
3 as managing director or chairman of the management board for more than 900,000 and a maximum of 2.3 million insured persons and ongoing pension cases

Grade B 5

  • First director of the Federal and Railway Accident Insurance
  • First director of a regional agency for statutory pension insurance 1
1 as managing director or chairman of the management board for more than 2.3 million and a maximum of 3.7 million insured persons and ongoing pension cases

Grade B 6

1 as the head of a large and important department or as a managing official
2 First directors at the Federal Intelligence Service are entitled to use the official title without the addition “at the Federal Intelligence Service”
3 as the permanent representative of the head of office
4th as managing director or chairman of the board of management for more than 3.7 million insured persons and ongoing pension cases

Grade B 8

1 as managing director or chairman of the management board
