Charles Evelyn Baring, 1st Baron Howick of Glendale , KG , GCMG , KCVO (born September 29, 1903 , † March 10, 1973 ), was the British governor in various colonies .
biography
Baring came from the Baring family . He was the third and youngest son of Evelyn Baring, 1st Earl of Cromer , who was British Consul General in Egypt from September 1, 1883 to May 6, 1907 . The Baring family consisted of a large number of British nobles who had come to wealth especially as bankers ( Barings Bank ).
Baring was Governor of Southern Rhodesia from 1942 to 1944 . He then became High Commissioner of South Africa . In 1942 he was knighted as Knight Commander of the Order of St. Michael and St. George and in 1947 as Knight Commander of the Royal Victorian Order .
In 1952 Baring became governor of Kenya . The Mau Mau uprising had occurred there since 1948 . After its inauguration, the British government decided to be more determined to oppose the activities of the resistance. Troops were concentrated and a state of emergency was declared on October 20, 1952. As a result, human rights violations occurred in the internment camps. These were ultimately the trigger for the British withdrawal from Kenya. The scandal surrounding the murder of two prisoners in the Hola camp in 1959 and attempts to cover up by official bodies including the governor led to even conservative MPs increasingly distancing themselves from the white settlers and the colonial regime and advocating independence. In 1955 he was raised to the Knight Grand Cross of the Order of St. Michael and St. George.
On February 8, 1960 he was raised to Baron Howick of Glendale , of Howick in the County of Northumberland, and thus a member of the House of Lords . In 1972 he was accepted into the Order of the Garter as a Knight Companion . Baring died while climbing in a sports accident .
