The action takes place in the overpopulated United States in 2017. Karen S. Brennick is pregnant for the second time, the first pregnancy ending in stillbirth. However, the laws only allow one child for each woman regardless of the circumstances. She and her husband, John Henry Brennick, try to flee across the border and are arrested.
The couple are sentenced to a long prison term, which they are expected to spend in an underground high-tech prison. The prison is operated by MenTel Corporation , which has the right to use the child's body to produce cyborgs after the child is born . The institution is run by Poe, who harasses the inmates. In the course of the plot it turns out that Poe himself is a cyborg, barren but capable of feelings like love and hate.
Poe finds Karen attractive. Meanwhile, John meets the computer geek D-Day, who removes implanted microchips from the prisoners' bodies , which monitor people and can be remotely detonated if necessary. The couple and fellow prisoner Gomez manage to escape to Mexico , where Karen has her child.
However, Gomez died shortly before the child was born when the Zed-10 intelligent computer system hacked into the getaway car, an armored truck , and took control of the vehicle. The truck runs over Gomez, who is still trying to escape, and is finally destroyed by John.
