Francis Osborne was the eldest son of Sidney Francis Godolphin Osborne (1835-1903) and Margaret Dulcibella Hammersley. Osborne had two younger brothers, Sidney Hugh (1887-1958) and Maurice (1889-1915). His grandfather Sydney Godolphin Osborne (1808-1889) was a younger brother of George Osborne, 8th Duke of Leeds , his great-grandfather Francis Godolphin Osborne, 1st Baron Godolphin (1777-1850) a younger brother of Francis Osborne, 5th Duke of Leeds . Osborne was Knight Commander in the Order of St. Michael and St. George (KCMG) and in the Order of St. Gregory (KCSG). Osborne was 1931-1935 Ambassador in the diplomatic rank of Envoy Extraordinary and Minister Plenipotentiary to the United States and from 1936 to 1947 as Minister to the Holy See at the Holy See . From the time Italy entered the war in 1940 until the Allies occupied Italy in 1944, Osborne stayed in Rome and lived in Vatican City . During this time he helped the Roman Catholic priest Hugh O'Flaherty to enable 4,000 Jews and Allied soldiers to take refuge in monasteries, church buildings and private homes, thereby saving their lives. This incident was made into a film in 1983 under the title In the Tropic of the Cross with Gregory Peck in the role of Monsignor O'Flaherty.

After the death of his third nephew John Osborne, 11th Duke of Leeds , in 1963 Osborne inherited his title of nobility as 12th Duke of Leeds . In 1964, however, he died at the age of 79. Since Osborne himself remained celibate and had no male relatives, the Dukedom of Leeds and all subordinate titles expired.
