Don Francisco de Melo (* 1597 in Estremoz ; † 1651 ), Portuguese Marqués de Tor de Laguna, Conde de Assumar, was interim governor of the Habsburg Netherlands from 1641 to 1644 .

From 1632 to 1636 he was the Spanish ambassador in Genoa . In 1638 he was appointed viceroy of Sicily , two years later ambassador in Vienna . Above all, however, he is remembered for his historic defeat in the Battle of Rocroi in 1643, which is now seen as the beginning of the decline of the Spanish Empire. His victory in the Battle of Honnecourt the year before, however, was almost completely forgotten. From 1647 to 1649 he was viceroy of Aragón .
