Latzel was a trained locksmith and member of the German Metalworkers Association . In 1912 he first became a member of the SPD , then he joined the USPD in 1917 , and finally joined the KPD in 1920 . He was also a member of the "Community of Proletarian Freethinkers " and the housing association . Latzel worked as a locksmith in the Sachsenwerk in Niedersedlitz . There he took part in illegal anti-fascist actions, for example by distributing leaflets and other material.

Franz Latzel was arrested on August 21, 1941 in connection with the imprisonment of Willy Schneider from Freital for "high treason". The reason given by the Gestapo in a report on important state police events on August 27, 1941 was that there was a "suspicion ... of working for the illegal KPD and listening to foreign broadcasters". Latzel was taken to the detention center at Police Headquarters , where he was interrogated and ill-treated for days. On August 29, 1941, his relatives received notification that he had "died" in custody. His urn grave is located in the honor grove of the Dresden Heidefriedhof .
