Franz Xaver Gruber (Police Director)

Franz Xaver Gruber (* 1765 in Amberg , † November 1814 in Regensburg ) was the royal Bavarian police director in Regensburg from 1810 until his death. After the annexation of the city of Regensburg to the Kingdom of Bavaria, he organized the establishment of a state city administration which was to organize the reconstruction of the badly destroyed southern city.

Appointment and Service

Under the elector and later King of Bavaria Maximilian I , Minister Montgelas, who was in office from 1799 to 1817, determined not only foreign policy but also Bavarian domestic policy. He pursued a domestic policy that was strongly centralized and patriotic and did not tolerate any local self-government. According to the Bavarian municipal edict of 1808, the administration of the city of Regensburg was therefore transferred to the Bavarian state police headquarters after the city was annexed to Bavaria.

At the suggestion of the royal court commissioner Freiherr Joseph Maria von Weichs , who was in charge of initiating and organizing the annexation of Regensburg to the Kingdom of Bavaria , Franz Xaver Gruber became a few months after the annexation of the city on May 22, 1810 appointed Police Director at Bavaria. Baron von Weichs justified his personnel proposal with the fact that such an important old imperial city like Regensburg, in which so many remains of the Reichstag are hidden, which houses so many educated people and high clergy and which is visited by so many foreigners, is also a very special one Person as police director. The education of the new director must be very fine and he must not be in any way dependent on the inhabitants of the city, by which especially the old Protestant elite of the city was meant.

Construction of a monument

After his appointment, Gruber's activity was particularly marked by reconstruction measures after the complete destruction of the south-eastern part of the city in April 1809 during the Battle of Regensburg . The citizens of the city, which was on the verge of economic ruin, were grateful for his activities and after his unexpected early death a number of praise appeared. A few months after his death, the citizens made the decision to honor the well-deserved police director with a monument. The wife, grateful to the citizens, wrote the following inscription for her husband's tombstone:

  • The most beautiful wreath was wound on him / Since he was a heavy burden of office / with state duty and human dignity / With woe and well-being so beautifully connected / Wanderer! Do you want to read on / Go to that monument! Who was a noble man / Witness the noble citizenship.

The simple sandstone monument in the style of the Empire was erected in Ostenallee near D. Martin Luther-Straße and was last extensively renovated in 1977. A stepped base with a sweeping ledge carries a stele and a laurel wreath decorates the east side. The roofing of the monument is similar to an acroterion . The west and east sides of the memorial have Solnhofer plates decorated with a gilded festoon . Both inscriptions express the solidarity of the citizens with the police director:

  • In memory of / the worthy POLIZEY Drektor / Franz Xav. Gruber the grateful / citizens / Regensburgs.
  • Loyal to the king, / restlessly active for / citizen-welfare, he only worked for a short time, / but always unforgettable for us / citizens / Regensburg .

In memory of Gruber, a grateful admirer wrote and printed a poem.
