Fulkum has been part of the municipality of Holtgast in the East Frisian joint municipality of Esens since the municipal and territorial reform of July 1, 1972 .

The place is at heights between three and five meters above sea level about five kilometers west of Esens . In addition to Fulkum, the district also includes the residential areas Hartsgast, Groß- and Klein-Fulkum as well as the farmers' associations North and South Uppum. With these Fulkum forms its own parish, the center of which is the Maria Magdalena Church .

The earliest evidence of the presence of people in Fulkum are traces of prehistoric and early historical settlement that were discovered in Groß-Fulkum. In the Middle Ages there was a settlement in the area of ​​Nord-Uppum, which later became a desert . The place name Fulkum itself is first mentioned in 1420 in the so-called Stader Kopiar, a Bremen archdeaconate register as Folckum . It is probably a combination of the personal name Folke and Heim .

The place has belonged to the Harlingerland since it was founded and was initially assigned to the Westeraccumer Vogtei, since modern times it has been part of Esen's office, which opened up in the Wittmund district in 1885 as part of the Prussian administrative reform . Fulkum, independent until 1972 and since then as a district of Holtgast, belongs to this group.
