Genital Autonomy America is a non-profit, non- governmental organization based in San Anselmo , USA and with centers in other countries. It was founded as NOCIRC , an acronym from the National Organization of Circumcision Information Resource Centers . It has been campaigning against the circumcision of minors since 1985 and is considered the first or oldest grassroots movement of its kind. It addresses political bodies, the public, the media and parents of minors ( lobbying , public relations ).

Many minors have been or are being circumcised without medical indication . NOCIRC postulates a “ birthright of male, female and intersexual children and babies to intact sexual organs” and advocates it; Naturally, children cannot stand up for their rights themselves.

The organization is one of the three most influential intactivism organizations in the world. 'Intactivism' is a trunk word from 'intact' and activism .

history

NOCIRC was founded in 1985 by Marilyn Milos; Milos is the chairperson to this day (as of mid-2014). NOCIRC was the first and the first nationwide NGO to stand up against such circumcision. Milos was and is known as the “mother of the American genital-integrity movement” (“mother” of the American intakivism movement).

There are over 110 centers worldwide, including at least seventeen outside of the United States. Dan Bollinger, chairman of the Indiana branch , said NOCIRC, along with similar organizations, has contributed to the decline in infant circumcision in the United States. NOCIRC is based in San Anselmo , California . NOCIRC Germany is based in Langenfeld (Rhineland) .

NOCIRC is a member of the International Coalition for Genital Integrity (ICGI) .

Goals and position

NOCIRC takes action against the non-therapeutic circumcision of children. The organization suggests that circumcision be performed only if:

  • it is absolutely medically necessary and alternative, non-invasive therapies have been unsuccessful
  • an adult fully informed of the risks and harms of circumcision gives consent.

The organization criticizes that parents are poorly informed about the procedure and its consequences before circumcision. According to NOCIRC, circumcision without medical necessity is not recommended by any medical umbrella organization worldwide. Milos describes the circumcision of newborns as a violation of human rights : circumcision in infancy deprives the child of the right to an intact body as well as the later free choice of his religion. She describes parallels with female genital cutting as obvious. Milos cites numerous other arguments against circumcision, for example the risk of complications, a disturbed mother-child bond and postoperative (sometimes chronic) pain or discomfort.

NOCIRC advocates a comprehensive education of parents and against reimbursement of the costs of the operation by a health insurance company (in the USA: Medicaid ) or ultimately the general public.

Publications

One goal is to educate the public about the complications and negative consequences of circumcision. A number of parenting brochures are published on infant circumcision, penis care, and several related topics. NOCIRC also publishes an annual report.

International symposia

Since 1989 NOCIRC has been organizing international symposiums on the subject of circumcision, human rights and genital integrity. A Declaration on the Right to Genital Integrity was published at the first meeting in Anaheim , California in 1983. The second session took place in 1991 in San Francisco , the third session at the University of Maryland in 1994, the fifth session in 1998 at the University of Oxford , the sixth session in 2000 at the University of Sydney , the seventh session in 2002 at Georgetown University , the eighth 2004 session at the University of Padua , the ninth session in 2006 at the University of Washington , the tenth session in 2008 at Keele University , England, and the eleventh session in July 2010 at the University of California at Berkeley . At the twelfth symposium in Helsinki in October 2012, co-sponsored by the Sexpo Foundation, among others, the joint declaration was renewed. The 13th symposium took place in July 2014 at the University of Colorado Boulder .
