Sir James Gerald Douglas Howarth (born September 12, 1947 ) is a British Conservative Party politician . He was a member of the House of Commons from 1983 to 1992 and from 1997 to 2017 .

Family and education

The son of James and Mary Howarth received his education at Bloxham School and Haileybury and Imperial Service College . This was followed by a degree in English at the University of Southampton , where he was awarded a Bachelor of Arts with honors. In 1965 he made his pilot's license and in 1968 volunteered for the Royal Air Force , where he served as a reservist . In 1973 he married Elizabeth Jane Squibb with whom he has two sons and a daughter.

Professional background

After graduating, Howarth initially worked for the Society for Individual Freedom . In 1971, however, he embarked on a career in the banking sector. Initially he worked for Bank of America . In 1977 he moved to the European branch of Arab Bank . In 1981 he finally took on the position of syndicated loan manager at Standard Chartered Bank . There he was mainly responsible for handling international credit transactions.

Political career

Howarth began his political career in 1981 as a member of the Borough Council of the London Borough of Hounslow, where he defended the interests of the residents of Chiswick . In the general election in 1983 he was a candidate in the constituency of Cannock and Burntwood . He received 20,976 votes or 40.9% and thus prevailed relatively narrowly against the second-placed candidate of the Labor Party , who received 36.9% of the vote. He won the 1987 election again. However, its lead remained relatively small at 4.9%. From 1987 to 1990, Howarth Parliamentary private secretary of Michael Spicer . In 1990 he was appointed Minister of State in the Ministry of the Environment. He held this office for a year. In December 1991, he joined Margaret Thatcher's office as Parliamentary Private Secretary . He stayed there until the 1992 elections . Here he lost his seat to Tony Wright with a difference of 2.5% of the votes . A year later, his party nominated him as a candidate for the 1997 elections . He stepped up in the Aldershot constituency as the successor to the previous incumbent Julian Critchley and clearly prevailed against the second-placed candidate of the Liberal Democrats with 42.7% . After taking office again, Howarth was elected to the Home Affairs Select Committee , which is responsible for monitoring the Home Office and its subordinate authorities. In the 2001 elections he was able to defend his seat by a large margin. Between 2001 and 2003 he was a member of the Defense Committee , of which he was also deputy chairman. From 2002 he was also shadow minister for defense. In the 2005 elections and in 2010 Howarth were each re-elected. Between May 2010 and September 2012 he held the post of Minister of State for International Security at the Ministry of Defense . As such, he was responsible for arms exports, among other things . In the general election in 2015 he was again elected to parliament.

In the early general election 2017 , Sir Gerald did not run again. His successor in the Aldershot constituency was Leo Docherty .

Memberships and honors

Since 2006, Howarth has served on the board of trustees of the Vulcan To The Sky Trust , a nonprofit that maintains the last airworthy Vulcan XH558 in the UK. He is also the curator of the British Forces Foundation , which organizes performances by artists in the United Kingdom's armed forces . Following the announcement on September 20, 2012 Howarth was of Queen Elizabeth as a Knight Bachelor in the knighthood raised.
