Gertrude Brinek (born February 4, 1952 in Hollabrunn ) is an Austrian politician ( ÖVP ) and assistant professor at the Institute for Education at the University of Vienna . She was an ombudsman from 2008 to 2019 .

biography

Gertrude Brinek grew up in Weyerburg , a place in the city of Hollabrunn, and attended schools in Hollabrunn. From 1971 to 1973 Gertrude Brinek attended the Federal Education Academy in Vienna, where she studied pedagogy , psychology and art history . From 1973 to 1983 she taught at primary and secondary schools in Vienna. Between 1973 and 1983 she was a study assistant at the Institute for Educational Sciences at the University of Vienna. After completing her doctorate, she worked as a university assistant from 1987 to 2004 and as an assistant professor at the Institute for Educational Science from 2004 to 2008.

In July 2008 she was elected Ombudsman by Parliament.

Her academic work focused on educational theory and educational research, including school research.

She is a member of the Christian, colored student corporations Vindobona Nova Vienna in the VFM and Koinonia Vienna in the VCS .

Political career

From 1983 to 1988 Gertrude Brinek was District Councilor of Vienna / Leopoldstadt , from 1988 to 1990 a member of the Austrian National Council , from 1991 to 1994 a member of the Vienna State Parliament and a member of the Vienna City Council. From 1994 to July 2008 she was again a member of the National Council. Her main political topics were science and education policy, cultural and judicial issues and gender issues. Until July 2008 she was district party leader of the ÖVP Leopoldstadt.

On July 14, 2008, Brinek followed Maria Fekter as Ombudsman . On June 26, 2013, Gertrude Brinek was sworn in for a second term as Ombudsman. At the federal level, she was responsible for taxes, fees, levies, judicial administration and public prosecutor's offices. At the state level, Brinek examined the municipal administrations and all municipal matters (spatial planning, building law, housing and settlement, state and municipal roads) as well as the cemetery administration and municipal or urban transport companies. On June 6, 2019, Werner Amon was proposed as the successor to Brinek for the term of office beginning on July 1, 2019 by the Main Committee of the National Council as Ombudsman and elected by the National Council on June 13, 2019.

Definitive position

Gertrude Brinek was given permanent employment at the University of Vienna in 2003 (i.e. employed for an unlimited period and cannot be terminated). Previously, both the faculty management and the faculty board (with 27 votes against 5) had spoken out against the definitive position due to a lack of academic performance. The Ministry of Science, headed by Elisabeth Gehrer , decided in favor of Brinek.

These events caused some resentment at the university and were also the subject of a parliamentary request from the opposition SPÖ to Gehrer.
