The gubernatorial election in the Nizhny Novgorod Oblast in 2018 was the second election of the governor of the Nizhny Novgorod Oblast , a Russian federal subject in the Federal District Volga , after the re-introduction of direct election in the gubernatorial election in the Nizhny Novgorod Oblast 2014 . The election took place on September 9, 2018.

Starting position

From August 5, 2005 to September 26, 2017, Valery Pavlinovich Shanzev was governor of Nizhny Novgorod Oblast. He was elected to office for five years by the Legislative Assembly of Nizhny Novgorod Oblast in August 2005 on the proposal of President Vladimir Putin . In August 2010 he was elected for a further five years using the same procedure, but this time on the proposal of President Dmitry Medvedev .

In May 2014, Valery Pavlinovich Schanzew resigned from the office of governor, but still wanted to be re-elected by the people in the first direct election of the governor since 2001 on September 14, 2014. He stood for his party United Russia and was confirmed in office for five years with 86.93% of the vote in his first direct election.

However, three years later, on September 26, 2017, he resigned prematurely and Gleb Sergeyevich Nikitin took over the post of governor until the election on September 9, 2018, in which he ran himself.

Electoral system

All citizens entitled to vote have one vote that they can give to one of the registered candidates. A candidate is elected if he receives more than 50% of the votes cast, i.e. an absolute majority . If no candidate receives this number of votes, a second ballot will be scheduled, in which the two candidates with the most votes from the first ballot will participate. In the second ballot, a candidate only needs to receive a relative majority to win the election. This case can occur because blank ballot papers also account for part of the overall result, so that both candidates receive less than 50% of the votes and, for example, 2% are blank ballot papers. In the first ballot, the blank ballot papers also make up part of the overall result, where an absolute majority is required, taking into account the blank ballot papers.

Municipal filter

In Nizhny Novgorod Oblast only candidates who receive a signature from at least 7% of all municipal MPs can stand. The signatures must be certified by a notary and cannot be revoked. On June 9, 2018, the Election Commission of Nizhny Novgorod Oblast published a calculation according to which a candidate must collect between 262 and 275 signatures. Of these, between 115 and 120 must be signatures from members of the local parliaments of the Rajons or city ​​districts , the first administrative level below the oblast . These signatures from districts and districts must cover at least three quarters of the entire districts and districts. In the election, a candidate had to collect signatures from 39 urban districts or rajons.
