Rumpel studied at the Dresden Art Academy until 1867 . His teachers included Hermann Nicolai , Gustav Heine and Christian Friedrich Arnold . He then worked from 1871–1873 in the royal Saxon building administration as a farming inspector in Chemnitz .

Together with Ernst Sommerschuh, Rumpel founded the architecture office “Sommerschuh und Rumpel” in Dresden in 1873. This partnership existed until 1901. Based on their designs, the buildings of the Dresdner Bank , the Allgemeine Deutsche Credit-Anstalt and the Roksch Bank in Dresden were built. Furthermore, in 1884, together with Kurt Diestel , they made designs for an architecture competition with the keyword “1843–1893” for the garrison church in Dresden.

Rumpel was appointed government master builder in 1891 and building officer in 1902 .

Together with Arthur Krutzsch († 1919), with whom he had worked since 1901, he won the 1902 architectural competition for the construction of the Dresden Reconciliation Church . Rumpel did not live to see the construction of the church. He died before construction began in 1904 and was buried in the Loschwitz cemetery . His son Fritz Rumpel (1876–1945) completed the church with Arthur Krutzsch.
