Thiladhunmathi Uthuruburi ( North Thiladhunmathi Atoll ), with the Thaana short name ހއ( Haa Alif or Haa Alifu ), is the northernmost administrative atoll ( district ) of the Maldives .

It includes the Ihavandhippolhu atoll and the northernmost part of the very large Thiladhunmathi-Miladummadulhu atoll. The population is around 13,300 (as of 2006).

15 islands are inhabited, in addition to the administrative capital of the island Dhidhdhoo in Thiladhunmathi Atoll (2,512 inhabitants) are the baarah , Filadhoo , Hoarafushi , Ihavandhoo , Hathifushi , Kelaa , Maarandhoo , Mulhadhoo , Muraidhoo , Thakandhoo , Thurakunu , Uligamu , Utheemu and Vashafaru . The district comprises a total of 43 islands.

The province of Haa Dhaalu joins in the south , to which u. a. belongs to a larger northern part of Thiladhunmathi-Miladummadulhu Atoll.
