At the time of the German occupation of France in World War II , he was German banking commissioner in France from 1940 to 1944. In this role he was responsible for overseeing representative offices of allied banks such as Barclays and Chase Manhattan Bank in Paris. In addition, Caesar supervised the banking system on the British Channel Islands, which were occupied by the German Reich from 1940 to 1944, and in this capacity visited the island of Jersey in January 1941 .

From 1945 to 1947 Caesar was a British and American prisoner of war. From 1948 to 1951 he worked for the Vogeler bank in Düsseldorf. From 1952 he was managing director of the Deutsche Treuhand-Wohnbau GmbH in Stuttgart. From 1962 to 1970 he was an advisor to Westdeutsche Kreditbank for construction financing in Cologne. He sat on the supervisory boards of various German banks. At times he was also the German representative of the Ticino bank Weisscredit, which went bankrupt in 1977 .
