Harish Rawat ( Hindi : हरीश रावत Harīś Rāvat [ hʌˈriːʃ ˈrɑːʋʌt̪ ]; born April 27, 1948 in Mohanari , Almora district ) is an Indian politician ( Congress Party ) from the state of Uttarakhand . He has been the acting Chief Minister ( Prime Minister ) Uttarakhands since February 1, 2014 . Before that, he was Federal Minister for Water Resources in the Manmohan Singh II cabinet from 2012 to 2014 .

Life

Harish Rawat was born on April 27, 1948 in the village of Mohanari in the Almora district in what is now the state of Uttarakhand. He completed his education with a Bachelor of Arts and a Bachelor of Laws from the University of Lucknow . Rawat is married and has no children.

Harish Rawat began his political career in the youth organization of the Congress Party. In 1980 he was elected for the first time from the constituency of Almora to the Lok Sabha , the lower house of the all-Indian parliament. In the 1984 and 1989 elections he defended his constituency, but in the new election in 1991 he was defeated by the candidate of the Bharatiya Janata Party . In 2002 Rawat returned to the Indian Parliament as a member of the Rajya Sabha , the upper house. In the 2009 general election , he was re-elected to the Lok Sabha from the Haridwar constituency.

In the Manmohan Singh government , Harish Rawat was State Secretary for Labor and Employment from 2009 to 2011 , then State Secretary for Agriculture and Food Industry from January 2011 to October 2012 and, from July 2012 to October 2012, additionally State Secretary for Parliamentary Affairs. On October 28, 2012, as part of a cabinet reshuffle, he was given his own ministerial post as Federal Minister for Water Resources.

On February 1, 2014, Harish Rawat replaced his party colleague Vijay Bahuguna as Chief Minister of Uttarakhand. The replacement came under pressure from the Congress leadership, who hoped to improve their chances for the upcoming all-India parliamentary elections by replacing the unpopular Bahuguna. Rawat had already been a candidate for the office of chief minister after the Congress party's victory in the state elections in Uttarakhand in 2012, but at that time he was left behind against Bahuguna.
