Homework in Germany
School homework are in Germany by the school laws of the federal states governed. In some of the federal states, school law does not provide for any uniform national regulations, but leaves the regulation of homework or part of it to the school conferences of the individual schools.
history
Homework can be found in German school regulations as early as the 15th century. In 1829 Prussia first set upper limits.
Purpose of homework
Some German federal states have stipulated the purpose of homework in their school laws:
- Baden-Württemberg
- "Homework is required to consolidate the knowledge imparted in class, to practice, deepen and apply the skills and abilities acquired by the student, and to encourage independent and responsible work."
- Bavaria
- "In order to practice the subject matter and to encourage the pupils to do their own work, homework is given [...]."
- Brandenburg
- “Homework complements school work to the extent necessary. They serve to consolidate and deepen what has been learned in class as well as to prepare for work in the following lessons. They should lead to and enable independent work. "
- Hesse
- “The main focus of the school's work is on teaching. Homework complements the classroom work by processing and deepening insights and by applying knowledge and skills. They can also be used to prepare new subject matter, provided that the age-appropriate requirements and abilities of the students allow this. "
- Rhineland-Palatinate
- “Homework serves to follow up and prepare for lessons and support the learning process of the students. They provide feedback on the level of performance achieved. "
- Saxony-Anhalt
- "1.1. Homework is closely related to class. They serve primarily to secure and consolidate the material worked out in the classroom and to practice the techniques learned to solve different tasks. They should prepare new work steps and content, encourage the pupils to be interested in the subject and allow them to gain knowledge and insights beyond the lessons.
1.2. Homework should give the pupils the opportunity to organize learning processes increasingly independently using the knowledge they have acquired and the methodological skills they have learned, and to independently choose and use work techniques and equipment. They should also make it possible to work independently on the solution of limited new problems and tasks.
1.3. Homework continues the learning processes started at school at home or prepares planned lesson plans in such a way that the results are part of the next lesson (lesson) as building blocks planned by the teacher. Therefore, the connection between lessons and homework must be recognizable for the students in each individual case. Homework is not to be used as a substitute for lessons that have been omitted or as a means of discipline. " - Thuringia
- "In order to deepen the content of the lesson and develop skills independently, homework is given that corresponds to the principle of individual support."
Amount of homework
Legal situation
In accordance with the cultural sovereignty of the federal states regulated in Art. 30 of the Basic Law , responsibility for the school system and thus also for requirements for the organization of homework lies with the federal states. These have often created binding regulations on the permissible duration and structure of homework through school laws or sub- statutory regulations (mostly through decrees or ordinances ).

practice
The time burden of homework has been discussed since the end of the 18th century. The introduction of the eight-year high school with the lack of conversion to a meaningful all-day operation has increased the burden of homework. It is also stressful that homework is mostly done during the afternoon, which is ineffective for learning and biology.
