Hekuran Isai

Hekuran Isai (born May 7, 1933 in Peqin , † March 26, 2008 ) was an Albanian politician of the Party of Labor of Albania .

Life

After joining the Partia e Punës së Shqipërisë in 1957, he studied between 1957 and 1960 in the Soviet Union and, on his return, worked as a specialist in an oil refinery in Cërrik . In 1962 he became a member of the People's Assembly ( Kuvendi Popullor ) for the first time and belonged to it from the fifth to the end of the eleventh electoral term in 1991, where he was initially a member of the Committee on Industry, Mining and Construction.

At the 5th party congress of the PPSh in November 1966, he was first elected as a candidate for the party's Central Committee (ZK) and graduated in 1967 from the Vladimir Ilyich Lenin party college in political economy .

He then began a full-time job as party secretary in Elbasan district and, after serving as first secretary of the PPSh in Librazhd district, was briefly first secretary of the party in Dibra district from 1970 to 1975 . At the 6th party congress in November 1971 he was also elected a member of the Central Committee.

In June 1975 he became a member of the Secretariat of the Central Committee of the PPSh and initially held this position until November 1986. A few months later, in September 1975, he also became a member of the Politburo of the PPSh as a replacement for the deposed Vice-Prime Minister and Chairman of the State Planning Commission Abdyl Këllezi . Along with Qirjako Mihali , Pali Miska and Llambi Gegprifti, he belonged to a new generation of leaders within the party, which gained influence with the break in relations with the People's Republic of China .

On January 15, 1982, he was appointed Minister of the Interior in the government of Prime Minister Adil Çarçani and thus succeeded Fecor Shehu . As Minister of the Interior, he was also head of the Sigurimi secret service and held these two offices until February 2, 1989. Between February 1987 and February 1989, he was also Deputy Chairman of the Council of Ministers.

Between February 1989 and July 1990 he was a member of the Central Committee's secretariat. He was then again Vice Prime Minister and Interior Minister from July 9, 1990 to February 22, 1991. Most recently, he said that, contrary to the orders of the PPSh's First Secretary Ramiz Alia , he had refused to allow demonstrators to be shot in the wake of unrest in Tirana during the collapse of communism in February 1991. However, this claim was rejected as untrue by Alia.

After the PPSh was dissolved and the Partia Socialiste e Shqipërisë was founded in June 1991, he finally left the Politburo.

In 1994 he and former officials Ramiz Alia, Simon Stefani and Adil Çarçani were charged with abuse of office and violation of civil rights. A court in Tirana resulted in the following convictions in July 1994: Alia nine years imprisonment , Stefani eight years, Isai five years and Çarçani five years imprisonment on probation.

In January 1996, a court in Tirana ordered his arrest.
