Pali Miska

Pali Miska (born May 19, 1931 in Bradvica, Devoll , † 2008 ) was an Albanian politician of the Party of Labor of Albania .

Life

Pali Miska completed a degree in economics and joined the Party of Labor of Albania PPSh (Partia e Punës e Shqipërisë) as a member in 1951 . After several years as a party official , he became director of the largest Albanian state-owned company for wood production in Fushë-Arrëz in 1964 . He was then first secretary of the Puka City Party Committee from 1969 to 1975 and was elected for the first time as a member of the People's Assembly ( Kuvendi Popullor ) during this time in 1970 , to which he belonged from the seventh to the end of the eleventh electoral term until 1991. In 1971 he was elected as a candidate for the Central Committee (ZK) of the PPSh.

In September 1975 Miska was elected as the successor to the disempowered Koço Theodhosi without prior candidate status as a member of the Politburo of the PPSh and also a member of the Central Committee. He held this function until the PPSh was dissolved and the Partia Socialiste e Shqipërisë was founded in June 1991. Along with Hekuran Isai , Qirjako Mihali and Llambi Gegprifti, he belonged to a new generation of leaders within the party, which gained influence with the break in relations with the People's Republic of China .

At the same time, Pali Miska was appointed as the successor to Theodosi on September 1, 1975 as Minister of Industry and Mining in the government of Prime Minister Mehmet Shehu . As part of a government reshuffle, he was appointed Deputy Chairman of the Council of Ministers on November 13, 1976 to succeed Spiro Koleka . He held this position until November 23, 1982. On July 1, 1982, the new Prime Minister Adil Çarçani appointed him after a cabinet reshuffle in addition to the energy minister and thus the successor to Prokop Murra , who became defense minister . He also remained in this post until November 23, 1982. In 1982 he was also briefly first secretary of the Elbasan City Party Committee .

Subsequently, he was the successor to Simon Stefani from November 22, 1982 to February 19, 1987 Chairman of the People's Assembly and thus Parliament President . He was then followed by Petro Dode as the new chairman of the People's Assembly. In this capacity he also took part in the state funeral for the late PPSh Enver Hoxha First Secretary in April 1985. In 1983 he was also first secretary of the city party committee of Fier in central Albania for a short time .

On February 2, 1989, Prime Minister Çarçani reappointed him to his government, in which Miska was not only Vice Prime Minister but also Minister of Agriculture until the end of Çarçani's term of office on February 21, 1991 . In these functions he followed Besnik Bekteshi and Themie Thomai .

In 1993 Miska and nine other former high-ranking officials ( Muho Asllani , Besnik Bekteshi, Foto Çami , Hajredin Çeliku , Vangjel Çërrava , Lenka Çuko , Qirjako Mihali and Prokop Murra) were charged with enriching public funds. Because of these offenses, there was finally a court in Tirana to the following sentences to prison terms : Mihali and Gegprifti each received eight years Miska and Çuko each seven years Cami, Çeliku and Bekteshi of six years and Çërrava, Murra and Asllani five years.
