Prokop Murra

Prokop Murra (* 1921 in Tirana ; † 2007 ) was an Albanian politician of the Party of Labor of Albania .

biography

After studying economics , Murra initially worked as a functionary of the party in the economic sector and in 1956 became a member of the Central Committee (ZK) of the PPSh.

In 1962 he became a member of the People's Assembly ( Kuvendi Popullor ) for the first time and was a member of it in the fifth electoral term until 1966. In the 1970s he was temporarily the first secretary of the PPSh in Shkodra . Furthermore, he was temporarily vice-chairman of the State Planning Commission.

At the 7th party congress of the PPSh in November 1976 he was elected member of the secretariat of the PPSh Central Committee . He held this position until April 1980.

Between 1978 and 1991 he was again a member of the People's Assembly from the ninth to the eleventh legislative period .

On April 26, 1980, he was appointed Minister of Industry and Mining to the last government of Prime Minister Mehmet Shehu .

Murra became a candidate for the party's Politburo at the 8th Congress in November 1981. In the subsequent government of Adil Çarçani , he was initially energy minister from January 15 to July 1, 1982, before becoming Minister for People's Defense ( Ministër i Mbrojtjes Popullore ) on November 23, 1982 . His appointment as defense minister came as a surprise, as he was the first civilian to hold this post since the founding of the People's Republic of Albania on January 11, 1946. In a speech shortly after Enver Hoxha's death , he stated that Albania would never have relations with the superpowers United States and the Soviet Union .

After his election at the 9th Party Congress from November 1986 until his resignation in July 1990, he was a member of the Politburo of the PPSh. After leaving the government, he was succeeded on July 9, 1990 by Kiço Mustaqi as Minister of Defense.

After the turning point in 1990

In 1993 Murra and nine other former high-ranking officials ( Muho Asllani , Besnik Bekteshi , Foto Çami , Hajredin Çeliku , Lenka Çuko , Llambi Gegprifti , Qirjako Mihali , Pali Miska and Vangjel Çërrava ) were charged with enriching public funds. Because of these offenses, there was finally a court in Tirana to the following sentences to prison terms : Mihali and Gegprifti eight years Miska and Çuko each seven years Cami, Çeliku and Bekteshi of six years and Çërrava, Murra and Asllani five years.

In another trial against him in June 1996 , his defense lawyer pleaded innocent in relation to crimes against humanity under Articles 74, 67 and 25 of the Albanian Criminal Code. Other co-defendants were the former Politburo members Muho Asllani, Foto Çami, Gaqo Nesho, former 1st Secretary of the PPSh of Vlora and Tirana, Zef Loka, former Director in the Ministry of the Interior and Dilaver Benghazi, former Vice Minister of the Interior. In August 1996, the court was sentenced. Murra received 20 years imprisonment, Asllani and Loka 18 years, Nesho 16 years and Benghazi 12 years. During the 1997 riots , the convicts were given amnesties.
