Spiro Koleka
Spiro Koleka (born July 7, 1908 in Vuno , Albania , † August 2001 ) was an Albanian politician of the Party of Labor of Albania .
Life
Koleka was the son of the MP and Minister for Public Works of the same name, Spiro Koleka, and studied civil engineering at the University of Pisa from 1930 to 1934 after attending school in Cosenza . He then worked as a civil engineer for a company in Italy . After participating in an uprising against the rule of King Zogu I in Fier , he was arrested and sentenced to imprisonment. He later worked in the Ministry of Public Works.
During the Second World War he joined the communist resistance movement and in 1943 became a member of the Partia e Punës së Shqipërisë . In the anti-fascist war of independence he was a member of the Army General Staff. On March 15, 1945, like his father, he became Minister for Public Works.
After the founding of the People's Republic of Albania on January 11, 1946, he became a member of the People's Assembly ( Kuvendi Popullor ) . At the 1st party congress of the PPSh in November 1948 he was elected a member of the Politburo of the Central Committee (ZK) of the PPSh and belonged to it until November 7, 1981. He was also a member of the Central Committee of the PPSh from 1948 to June 1991.
In November 1949 he was appointed Vice Prime Minister by Enver Hoxha and held this office until September 1953. In this capacity, he also presented the first five-year plan in 1952 . In March 1953 he was one next Politburo member Liri Belishova , General beqir balluku , the longtime finance minister abdyl këllezi and the Education and Culture Minister Ramiz Alia to the delegation to the state funeral of Josef Stalin .
At the same time he was also chairman of the State Planning Commission from November 1949 to July 1950. After a government reshuffle, he was Minister for Industry and Construction in the Hoxha government between September 1953 and July 1954.
After Mehmet Shehu became Prime Minister, Koleka was again chairman of the State Planning Commission in July 1954 and held this position until June 1958. At the same time he was again Vice Prime Minister from June 1956 to March 1966 and in this capacity paid a visit to the People's Republic of China in May 1965. He was informed by Prime Minister Zhou Enlai that China was mobilizing its people for war because of the Vietnam War. He also represented Albania at the meetings of the Council for Mutual Economic Aid (Comecon) .
After taking up the post of chairman of the State Planning Commission from March 1966 to January 1968, he was again Vice Prime Minister in the Shehu government from January 1968 to November 1976.
On June 22, 2006 he was posthumously awarded the Medal of Gratitude ( Medaljen e Mirënjohjes ) by President Alfred Moisiu .
His nephew Edi Rama , son of the well-known sculptor Kristaq Rama , was Minister for Culture, Youth and Sport and Mayor of Tirana and has been Prime Minister of Albania since September 2013 .
