Henning Tillmann (born January 19, 1985 in Unna ) is a German software developer, internet activist and politician ( SPD ).

Life

Henning Tillmann grew up in Kamen, Westphalia and became a member of the SPD in 2005. He studied at the Technical University of Dortmund and at the Humboldt University of Berlin , where he graduated in 2013 as a graduate - Computer completed. From October 2008 to October 2009 he worked for the SPD party executive and was responsible for preparing and accompanying appointments for the then SPD party chairman Franz Müntefering . During his studies in Berlin he worked in the Bundestag office of the MP Oliver Kaczmarek , who like Tillmann comes from Kamen. Since completing his studies in 2009, Tillmann has been a freelance software developer specializing in web applications and websites, apps and client / server communication as well as media design and lives in Berlin . Together with Lena M. Stork he runs the podcast "Tech & Tonic", in which the two talk to personalities from business, politics and science such as Constanze Kurz , Brigitte Zypries or Nico Lumma about digital topics.

Browser fingerprinting

Tillmann's diploma thesis dealt with the recognition of website visitors through browser fingerprinting . At the end of 2012, he collected characteristics of the browsers and operating systems used by website visitors , including the list of installed fonts and browser versions. In a field study with over 23,700 data sets, he was able to prove that almost 93% of the fingerprints collected were unique. If only the three most meaningful features were considered, the rate of unique fingerprints remained comparatively high at almost 87%. In the field study, which was set up over a period of 30 days, Tillmann was also able to prove that 60% of the participants had no changes, and almost 90% only a maximum of three changes in the characteristics. Even with trivial algorithms , visitors can be recognized without the use of classic tracking methods that store data on the users' computers. The study and all data collected can be downloaded under a Creative Commons license.

Further research

Henning Tillmann was a member of the research group The Business Web of the Berlin think tank Foundation New Responsibility . The working group researched the economic influences of digital ecosystems on the Internet. Among other things, a policy brief was published.

Political activities

Henning Tillmann was a member of the network policy discussion group at the SPD party executive from 2010 until it was dissolved in 2013. Since then he has been a member of the media and network policy commission of the SPD party executive. He is co-chair of the network policy association D64 - Center for Digital Progress .

Tillmann was a member of the SPD negotiating group on digital issues at the coalition negotiations in winter 2018 to form a new grand coalition at the federal level.

Amendment of the State Treaty on Youth Media Protection 2010

Tillmann campaigned against the amendment of the State Treaty on Youth Media Protection in 2010 . Among other things, the draft stipulated that website operators had to provide their content with age ratings. Tillmann warned his party of a loss of credibility in terms of network polity if it did not stop the project. Together with the internet activist Alvar Freude and the media educator Jürgen Ertelt, he wrote an open letter to the North Rhine-Westphalian parliamentary group of the SPD. This letter was signed by the then federal chairman of the Jusos , Sascha Vogt , the journalist Mario Sixtus , the lawyer Udo Vetter and 50 other people.

All parliamentary groups in the North Rhine-Westphalian state parliament, including the parliamentary group of the SPD, voted against the amendment of the youth media protection state treaty, although the parliamentary groups of the SPD and Alliance 90 / The Greens previously stated that they wanted to support it. The amendment failed.

Data retention

After the plans of the federal government to reintroduce data retention became known in March 2015, Tillmann wrote a sample application for all SPD branches, which was distributed via the network policy association D64 . This sample application should result in a rejection of data retention at the party convention on June 20, 2015. By the application deadline, the application was accepted by 99 local, regional and regional SPD associations and submitted in time for the party convention. Tillmann organized internal party resistance within the SPD. It was not until a few weeks before the party convention that the topic was finally put on the agenda. After more than three hours of discussion, the delegates of the party convention voted with 124 votes for and 88 against the plan of the party leadership.

SPD Plus Plus

In 2017 Henning Tillmann was a co-initiator of SPD Plus Plus (spelling: SPD ++). Under the motto “We want to rethink the SPD”, the aim of the initiative is to make the SPD younger, more open, and more diverse. a. through a culture of equality, idea management tools and a quota for under-35-year-olds in management bodies. Online-based topic forums should allow members to network more nationally on various topics and then also be able to send delegates to the federal party conference. First-time supporters include the author Juli Zeh , the head of the Berlin Senate Chancellery Björn Böhning , music manager and former state secretary for culture. D. Tim Renner and Cansel Kiziltepe, member of the Bundestag . Many of the demands, such as the introduction of online-based thematic forums, were resolved by the SPD federal party conference in December 2017 and are to be implemented by 2019. Henning Tillmann is a member of the Organizational Policy Commission of the SPD, which is supposed to review, modernize or possibly abolish existing structures in accordance with the party congress resolution. There, on the initiative of Tillmann, it was decided in September 2019 to implement the online-based thematic forums proposed by SPD Plus Plus, to supplement the party convention with a debate camp and to set up a membership committee.
