Henry Robert Emmerson PC KC (born September 25, 1853 in Maugerville , New Brunswick , † July 9, 1914 ) was a Canadian politician of the Liberal Party . Between 1897 and 1900 he served as Prime Minister of the Province of New Brunswick. He was then from 1900 to 1914 Member of the House of Commons and held the office of Minister for Railways and Canals in the 8th Canadian Cabinet of Prime Minister Wilfrid Laurier .

Life

Attorney and Prime Minister of New Brunswick

After attending school, Emmerson completed a law degree , which he graduated with a Bachelor of Laws (LL.B.), a Doctor of Laws (LL.D.) and a Doctor of Civil Laws (DCL). After his admission, he took up a practice as a lawyer and was later appointed Crown Attorney (King's Counsel) for his legal services .

In the election of February 22, 1887 , he ran for the Liberal Party in the New Brunswick constituency of Westmorland for the first time unsuccessfully for a seat in the House of Commons. On September 28, 1888, he was elected as a candidate for the New Brunswick Liberal Association for the first time in the legislative assembly of New Brunswick , where he initially represented the constituency of Albert until January 20, 1890 .

In the general election of March 5, 1891 , he reapplied for a seat in the Canadian lower house in the Albert constituency , but suffered another election defeat. Subsequently, between March 11, 1891 and September 1892, he was a member of the Legislative Council, the then upper house of the parliament of this province of Canada , during this time he also acted as the head of the government in the Legislative Council and was thus de facto chairman of the Liberal Party faction there .

Subsequently, Emmerson was re-elected to the Legislative Assembly in the Albert constituency on October 22, 1892 , and was a member of this until August 31, 1900. During this time he was also President of the Executive Council and Minister of Public Works in the provincial governments formed by Prime Ministers Andrew George Blair and James Mitchell .

After Prime Minister Mitchell's resignation due to illness, Emmerson finally took over the office of Prime Minister himself on October 29, 1897 and held this office until August 31, 1900. At the same time, he retained his two previous functions as President of the Executive Council and Minister for Public Works and also took over also held the office of Attorney General between October 29, 1897 and August 31, 1900 .

Member of the House of Commons and Federal Minister

After the end of his tenure as Prime Minister of New Brunswick, Emmerson switched to federal politics and was elected for the first time as a member of the House of Commons in the election of November 7, 1900 in the Westmorland constituency and was a member of this until his death on July 9, 1914.

Prime Minister Wilfrid Laurier appointed him Minister for Railways and Canals in the 8th Canadian Cabinet on January 15, 1905. After being accused of meeting a person of bad repute in a Montreal hotel , he resigned from his ministerial office on April 2, 1907 so as not to incriminate the Prime Minister with the accusation.

Emmerson was the father of Henry Read Emmerson , who had also represented the constituency of Westmorland in the House of Commons between 1935 and 1949 and was then a member of the Senate until his death in 1954 , where he represented the Dorchester Senate division in New Brunswick .
