Herbert Jess

Herbert D. Jess (born April 28, 1943 in Berent ) is a former German diplomat .

Life

After studying law at the universities of Heidelberg , Munich and Geneva and studying at the administrative college in Speyer , he was a research assistant at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg from 1970 to 1972 .

After joining the Foreign Service in 1972, he was employed at the embassies in Yugoslavia and Iceland . From 1974 to 1977 he was first permanent representative of the Consul General in Sydney and then until 1979 permanent representative of the Consul General in Leningrad . In 1979 Herbert Jess moved to the Federal Chancellery , where he was Deputy Head of the East-West Department in the Foreign Policy Department until 1982. From 1982 to 1985 he was permanent representative of the Ambassador to Malaysia . Between 1985 and 1990 he was initially Deputy Head of the EU Policy Department and then Deputy Head of the Department for Bilateral Relations with Western Europe . In 1990 Herbert Jess became Permanent Representative of the Ambassador to Switzerland . From 1992 to 1996 he was Head of the Unit for Internal Market Issues and Bilateral Relations with EU Member States. In 1996 he became Envoy and Permanent Representative of the Ambassador to the People's Republic of China . At the same time he was head of the economic department. From 2000 to 2004, Jess was Ambassador of the Federal Republic of Germany to the Philippines . He then headed the Embassy of Kuala Lumpur (Malaysia) until his retirement .
