The Institute for Security Policy (ISPK) at the Christian-Albrechts-Universität zu Kiel was founded in 1983 by Werner Kaltefleiter as full professor and director of the Institute for Political Science at the Christian-Albrechts-Universität zu Kiel (CAU). Joachim Krause has been the institute's academic director since 2002 . Eckernförde political scientist Stefan Hansen has been managing director since 2011. The institute is funded by the Science and Democracy Foundation (SWuD). Since then, the ISPK has been affiliated to the Christian-Albrechts-Universität zu Kiel by a resolution by the Minister of Culture and works together with the Institute for Social Sciences / Political Science there - but it does not receive any state funding.

The ISPK is a non-profit GmbH . After stints on the Kiel university campus and in the immediate vicinity of the Schleswig-Holstein State House , the move to Holstenbrücke 8-10 was followed by a further spatial expansion and relocation in the immediate vicinity of the pedestrian zone in the heart of Kiel. In 2018, the Berlin subsidiary of the ISPK moved from Friedrichstrasse to the rooms shared with the sister institute IParl (Institute for Parliamentary Research ) in Mauerstrasse 83 in Mitte.

The ISPK maintains numerous contacts and collaborations with other scientific institutions in Germany and abroad. The ISPK is financially supported by the also non-profit Foundation Science and Democracy (SWuD).

Goal setting

The ISPK is dedicated to the analysis of security policy challenges and has set itself the task of making a contribution to the international security policy discourse with scientifically based studies. The ISPK concentrates on researching and promoting strategic science as a sub-discipline of political science in Germany. The focus of the ISPK is in particular terrorism research, research on maritime security and naval forces in international politics, crisis and conflict research, and strategic development in Asia-Pacific. For this purpose, the ISPK has set up four departments that work independently in terms of content, produce scientific publications and organize corresponding events.

    Kiel Seapower Series: In 2017, the Center for Maritime Strategy & Security (CMSS) of the ISPK bundled the activities in the area of ​​maritime security and marine strategy under the brand "Seapower Series". The CMSS, continental Europe's only think tank on naval forces and maritime security, bundles a large number of projects and plans such as the Kiel International Seapower Symposium, which is held regularly during the Kieler Woche (2015 & 2016 already carried out with the COE CSW as Kiel Conference) with the German Navy federal Government launched young scientists conference "the trident", organized jointly with Swedish and Danish partners and performed Baltic Sea - "Baltic Sea Strategy Forum" and a series of workshops and lectures. Publications complete the wide and high-quality maritime portfolio and range from extensive scientific literature (eg. As the maritime security in the Mediterranean or the Marine Strategy ) to podcasts , food for thought and journal articles z. B. in the MarineForum . There are close working relationships with the German Navy , the US Navy and the Maritime Headquarters of NATO (MARCOM) , as well as with NGOs and the maritime industry . The marine expert Sebastian Bruns heads the Center for Maritime Strategy & Security at the ISPK, the department from which the Kiel Seapower Series is managed.
  • Yearbook Terrorism : The aim of the yearbook is to document and analyze trends and developments in the fields of terrorism and asymmetrical warfare. Countermeasures to these threats are also presented and assessed. As part of this research project, data on terrorist attacks are collected, which are presented in the quantitative part of the book in meaningful statistics. The Terrorism Yearbook is aimed as a reference work and aid equally at scientists and practitioners and is the only publication of its kind in Europe. The yearbooks are published by Barbara Budrich Verlag. The project “Yearbook Terrorism” was awarded the civic award of the “Annette Barthelt Foundation” in 2017. The terrorism and radicalization department is headed by terrorism expert Jannis Jost from Kiel.
  • The Hamburg sinologist Sarah Kirchberger has been the head of the Strategic Development Department in Asia-Pacific since 2017 , thus concentrating the activities of the ISPK on an emerging power and economic area, also with a strong maritime character.
  • Robin Schroeder is in charge of conflict analysis and international crisis management.
  • Documentation on disarmament and security: The series “Documentation on disarmament and security” has existed since 1960. The collection of texts, which appears every two years, contains the most important documents on international security for the respective period. The documentation is being created today in cooperation between the ISPK and the Federal Foreign Office . The editors have been Joachim Krause and Christiane Magiera-Krause since 1991. The documentation on disarmament and security appears in the Kulturbuch or in Academia-Verlag.
  • In view of the global political changes, the transformation of the German armed forces is an important research subject of the ISPK. The book “Bundeswehr - die next 50 Jahre” (Bundeswehr - the next 50 years) was published by Barbara Budrich Verlag as early as 2006 and presents a comprehensive analysis of the future challenges facing the Bundeswehr . The ISPK series of publications "Analyzes on Security Policy" and "Kieler Schriften zur Politischen Wissenschaft" also deal in several volumes with German foreign and security policy and the future of the Bundeswehr. Since 2007 the ISPK has published the book series “Analyzes on Security Policy / German Strategic Studies”. The monographs published in this series are studies of national and international security policy challenges. The analyzes of security policy appear in the Peter-Lang-Verlag. Further series of publications by the ISPK are published by NOMOS .

further activities

The employees of the ISPK work in the field of university teaching at the Christian-Albrechts-Universität zu Kiel as well as guest lecturers at numerous other universities and educational institutions. In addition, the employees are active in political adult education. The ISPK also undertakes excursions with Kiel students (e.g. to Berlin, Brussels, Vienna, Paris, Warsaw, The Hague) to institutions and events with security policy relevance and presents itself at trade fairs such as the International conference and exhibition on maritime security & defense (MS&D) 2009 in Hamburg.

In recent years, the ISPK has hosted or (co-) organized a large number of scientific conferences, symposia and workshops, e.g. B. the “Kiel International Seapower Symposium” (2017 and 2018 together with the Center for Naval Analyzes ), the “Kiel Conference” (2015 and 2016, together with the Center of Excellence for Operations in Confined and Shallow Waters ), “Europe's Strategic Choices: Building Prosperity and Security "(Berlin since 2014, with Chatham House, The Royal Institute of International Affairs )," Maritime Security and Europe "(Berlin 2013, with The Aspen Institute )," Counterinsurgency and State Building in Afghanistan "(Kiel 2013, with Syddansk Universitet ), "Sustainable Strategies for Afghanistan and the Region" (Berlin 2012, with The Aspen Institute), "The Strategic Relevance of Iran's Nuclear Program" (2011 with The Aspen Institute) and four symposia on counterinsurgency and stabilization operations ( 2011 to 2012, Washington, DC and Hamburg, with CNAS) in which the then Defense Minister Thomas de Maizière also took part.

Some members of the ISPK are in demand as experts at conferences and appear as authors for scientific anthologies.

University policy debates

The university affiliated institute came under fire in 2013 in the context of debates about so-called civil clauses . Proponents of such voluntary commitments saw the study “Counterinsurgency - experiences, strategies and prospects with special consideration of the interdepartmental approach” as a form of military research, as this was carried out on behalf of the Federal Government - represented by the Federal Ministry of Defense. The institute management countered that the request for such a clause was a strategy by members of left to left-wing extremist political groups to isolate the Bundeswehr from society.
