In 2027 the International Horticultural Exhibition is totake placein the Ruhr area , the Rhine-Ruhr metropolitan region . It is the first IGA in today's form in North Rhine-Westphalia. The IGA Metropolis Ruhr 2027 is to be supported by the Regionalverband Ruhr (RVR), the 53 municipalities and four districts of the Ruhr area as well as the Emschergenossenschaft and the state of North Rhine-Westphalia .

Beginning

The first plans for the IGA 2027 began on October 11, 2013, when a unanimous commission was given to prepare a feasibility study. The RVR initiated the application together with the Emschergenossenschaft on March 11, 2016, and the application was actually made in September 2016. At the end of 2016, the Ruhr Metropolis received the bid from the German Federal Horticultural Show Society (DBG). The state government of North Rhine-Westphalia decided on July 10, 2018 to support the event politically, but not financially. On December 14, 2018, the association assembly of the RVR unanimously approved the event plans and an implementation contract was concluded between the RVR and the German Federal Horticultural Show Society. In March 2019, a company is to be founded to hold the garden exhibition.

The response during the initiation of the application was very positive on both a political and a citizen level.

Reasons for the application

A study by the Dortmund Chamber of Commerce and Industry in 2015 found that people outside the Ruhr area had hardly noticed the structural change that had taken place and that they viewed the entire region negatively. A similar picture emerges abroad. This contradicts the actually perceived feeling of the people in the Ruhr area, who mostly like to live there. It is hoped that the image of the region will improve, and projects that sustainably support structural change.

The aim of the IGA 2027 is to make future topics tangible, tangible and presentable.

The IGA concept was developed by the office community "Sinai" (in Berlin), "scheuvens + wachten" (in Dortmund) and "Imorde" (in Münster and Berlin). It provides for a decentralized major event, which consists of 4 components:

These 3 planned gardens are the main event locations of the IGA 2027. Access to these gardens will therefore be chargeable. This concerns an area in Dortmund (the Emscher area in the district of Huckarde, Deusen, Dorstfeld and the Union district), the Rheinpark in Duisburg and the Nordsternpark in Gelsenkirchen.

All gardens should make environment-related core topics on gardens, the environment, climate and energy comprehensible and include a horticultural exhibition.

Future garden with special exhibition

3 further smaller future gardens will be found in the Recklinghausen district, in the Unna district and at the mouth of the Emscher in the Wesel district. Entry to these gardens will be free.

These gardens are also intended to make environment-related core topics on gardens, the environment, climate and energy understandable, but do not have an exhibition.

Our gardens

The basic idea of ​​this sub-concept is the upgrading of existing parks, which are to be connected with themed routes. The concepts range from an infrastructure improvement to a complete redesign of the park. Cities and districts could submit projects for this, the number was not limited. Not every project submitted is actually implemented.

My garden

This sub-concept is about private urban gardening projects in the neighborhood. Everyone should help shape the IGA and thereby upgrade smaller public or private (but publicly perceptible or even visitable) green spaces or initiate their own projects. It is aimed at private individuals as well as entire neighborhoods or districts.

Dortmund: Emscher northwards

Subject: Technological

The park will be built on the Emscher site next to or in these districts in the western or northwestern part of Dortmund:

The terrain stretches for about 4.5 kilometers and is between about 100 meters at the narrowest and about 1000 meters at the widest point. The next point is about 2 kilometers from Dortmund Central Station. The main main component of the IGA 2027 is the future garden "Emscher Nordwärts" in the district of Huckarde .

Basic idea

The project aims to deal with the areas of living, producing and moving. For this purpose, for example, new forms of mobility or inclusive living are to be shown.

Terrain development

Unionviertel, Rheinische Strasse

In the south is the Unionviertel , which is to be developed as an entrance gate under the umbrella term "U-Tor". A new, urban, inclusive district is to be developed on the former HSP site by the owner of the Thelen Group and the city of Dortmund under the name "Smart Rhino". Here, the locations of the Dortmund University of Applied Sciences , which are currently distributed throughout the city, are to be combined at one central location. For this purpose, the former industrial buildings of the HSP area in particular should continue to be used, for example the Feldherrnhalle, the Emscherschlösschen and the old turning shop. In the northern section, the crane runway is also to be integrated and the focus on "production" will come into play. Various axes to Dorstfeld or the city center are planned to improve accessibility and make use more attractive.

In the southern middle section, at Mallinckrodtstrasse, there are installations on the subject of "movement" and adjacent green spaces. The "Dortmunder Mineralstoffverwertungsgesellschaft" currently located here is to give way. According to current plans, a gastronomic offer will be created at the "Insterburger Straße" stop. Further north (at the level of Brunshollweg / Allensteiner Straße), the focus is on the area of ​​"life" and the adjacent green areas.

Almost exactly in the middle, at the level of Franziusstraße, a highlight of the new park is to be created with the art installation "Propeller". The propeller is a nesting of 5 bridges on which the furnace gas pipeline of the Hansa coking plant and tracks run. These bridges cross the Emscher and are currently difficult to access to the public. A jetty at the port of Dortmund should be accessible from here, from which one should be able to reach other IGA locations. A bridge to Huckarde is also planned.

The northern central section runs further east (the park makes a bend to the right) around the freight yard. Since this area is at the port, the main focus here should be on "producing". Opposite the foot of the Deusenberg follows the main topic "Life".

Future garden "Emscher northward" Deusenberg

In the northern part, the Hansa coking plant , the area around the Hansa colliery and Deusenberg, which is particularly popular with cyclists, hikers and paragliders, are to be the highlights. In addition, an ascent and descent called "Haldensprung" is to be built next to the Hansa coking plant over the tracks of the Emschertalbahn . Above all, this should enable the area to be developed as a recreational area for the northern Huckarde, as the ascent to the Deusenberg is currently only possible from the eastern or south-eastern side of Deusen . Current plans indicate that the EDG Disposal Dortmund depot will move to the southern foot of the Deusenberg.

A skywalk is being built over the entire site. This should run on the current route of the furnace gas pipe of the coking plant. It runs to the southern end of the park. Particularly noteworthy here is the tour around the "propeller" in order to further enhance this area. Furthermore, a museum train is to run from the local transport museum in Dortmund and connect to the tram network in the south. Various stops will be created for this museum train, but it is also up to the debate whether at least 2 of these stops will be built as a fully-fledged underground station (above ground). It would be stops called "U-Tor" and "Huckarde / Alt-Dorstfeld". However, this is optional and will not be pursued further for the time being.

financing

The costs are estimated at € 42 million net, and € 50 million gross. The most expensive are the Skywalk (21.5 million euros net) and the additional Skywalk around the "Propeller" (10 million euros net). The remainder therefore accounts for € 10.5 million net. However, these costs only include the construction costs and, for example, not the land purchase or planning costs.

The costs are largely borne by the event and are to be refinanced through entrance fees. According to the IGA, this area should be accessible free of charge and financed by the city of Dortmund. However, major follow-up costs are not to be expected.

Duisburg: Global Garden

The site is to be developed in the Hochemmerich district on the open space on the Rhine, at the eastern end of Friemersheim on the open space on the Rhine, in Hochfeld am Rheinpark, the steel wire mill and a little further into town on the green spaces and in Wanheimerort on a small headland on the Rhine. It's about 15 hectares.

Basic idea

Above all, the project aims to be open to the world and become a place of arrival for people of all cultures. The aim is to redevelop areas on the Rhine that have been used primarily industrially for over a century as open space.

Terrain development

The area of ​​the steel wire plant is to be upgraded with residential development and serve as a junction between the Hochfeld district and the green spaces. To this end, Hochfeld will be given a "green ribbon", ie a contiguous area of ​​green spaces that will make access to the park more attractive. There will be a new Rhine beach in the area of ​​the cultural harbor. There will also be a temporary pavilion in which there will be various events and exhibitions.

financing

The costs are estimated at € 19.0 million net, i.e. € 22.6 million gross. It will cost entry in the year of the IGA, whether it will be free after that is not yet certain.

Gelsenkirchen: Nordsternpark +

The Nordsternpark and the surrounding area are to be developed. It's about 40 hectares.

Terrain development

The main aim here is to shape the landscape development with areas of high biodiversity, the design of the area on the Emscher and the connection with other gardens and areas within the framework of the IGA and to organize the horticultural exhibition. Structural projects are the staging of the coal mixing plant including a new conveyor bridge with a glass structure and a greenhouse and, elsewhere, a tower for "air and water washing".

financing

The costs are estimated at € 9.1 million net and € 10.8 million gross. Noteworthy here are the staging of the coal mixing plant with € 3.0 million net and the development of the surrounding area with € 2.5 million net. The park is financed by an entrance fee during the IGA year. After that, the park will be free of charge and run by the city of Gelsenkirchen.

Recklinghausen district: Emscherland

The Hoheward dump in Herten , the area west of the Recklinghausen city port on both sides of the Rhine-Herne Canal and from here in a north-easterly direction the green axis on the Emscher to the junction with the Rhine-Herne Canal, the water cross, are to be included . Terrain development

A 32 hectare "nature and adventure park" is to be built at the Wasserkreuz. It should consist of farmer's and dyer's gardens and meadow orchards and, alternatively, be grazed with horses. Furthermore, a "classroom" on the subject of water, including a water playground, is to be built.

To the west of the city harbor, on the Emscher terraces, the area should invite you to lie down and sunbathe and deal with various topics in the field of planting.

financing

The project is expected to cost around € 44.2 million, but has already been financed elsewhere for € 35.4 million. The remainder is € 7.4 million net and thus € 8.8 million gross. The nature and adventure park worth € 6.7 million net is worth mentioning here. The remainder is therefore € 700,000 net. The costs are without additional costs such as B. of planning and land acquisition.

The visit is free and should stay that way. Follow-up costs of € 40,000 per year are expected and these should be borne by the Emschergenossenschaft.

Unna district: leisure and recreation on the lip and canal

Large parts of the areas on the Datteln-Hamm Canal between the Preußenhafen in Lünen in the west and Marina Rünthe Nord in the east are to be developed. Additional attention should be paid to the area between the Lippe and the canal. More precisely, it concerns the following areas:

Basic idea

Basically, the aim is to make the area more attractive to tourists and to build a laboratory and garden landscape. The "laboratories" are supposed to be small places where experiments can be carried out. Work-life balance should be one of the main topics. In Bergkamen the topic "highly active" is to be served, in Lünen "moved and relaxed".

Terrain development

The "Großes Holz" dump landscape and the Rünthe marina are to be expanded, making them more attractive to tourists. It should form an area with the water town of Aden. Planned at these points are a cable car, a summer toboggan run and a "Flying Fox", a zip line.

In Lünen, a landscape bridge is to be built between the Seepark, the Preußenhafen and the Victoria 1 & 2 dump.

The entire axis on the canal and on the Lippe is to be expanded for e-mobility (e.g. Segways).

financing

The estimate is € 29.0 million net and thus € 34.5 million gross. Noteworthy is the construction of the paths and promenades in the entire area with € 6.1 million net, the footbridge (the bridge) between the Seepark and the dump Victoria 1 & 2 with € 5.5 million net and the dump landscape "Großes Holz" with 5 . € 5 million net. The bridges at Marina Rünthe, the design of the dump Victoria 1 & 2 and the laboratories along the way account for a good € 3 million net each.

Entry is free and will remain so after the IGA. Income can only be expected from the cable car and the "Flying Fox".

District of Wesel: Emscher estuary

This project concerns the area east of the Rhine and south of Friedrichsstrasse in Möllen. To the south, the area is bounded by Dinslaken's Stapp district, to the east by a railway line.

Basic idea

The visitor should be shown the effects of mining on the landscape and water.

Terrain development

The plan is to change the position and course of the Emscher estuary and the Emscher. This is to run through the entire site from south to north, the old mouth is to be drained and partially preserved. A panoramic footbridge is to be created with different heights and depths. Remnants of the Emscher trench and the crash structure should be accessible. To this end, intersections between modern and future mobility are to be established.

financing

The costs are estimated at around € 62 million, € 50 million of which was already financed as part of the Emscher conversion. Of the remaining € 10 million net, € 3.3 million is attributable to the expansion of the footpaths and cycle paths, € 2.9 million to the construction of the panoramic walkway and € 1.6 million to watercolor gardens.

Our gardens

Concepts were submitted in which the park or the area was to be changed or designed especially for the IGA, as well as projects that should not be specially designed for the IGA, but which in any case in various funding pots (or even in the city's budget) should land and would also be implemented without the IGA as soon as the financing is in place. 30 to 35 projects are to be implemented in the "Our gardens" category, which must be financed in full or in large part by the IGA.

financing

As part of the IGA 2027, 200 million euros are to be invested in the infrastructure ; a grant of 45 million euros is required for implementation. Current, very conventional visitor forecasts assume around 2.6 million visitors; according to the feasibility study, the International Garden Show could even attract up to five million visitors.
