biography

Deputy district mayor and local chairman of the CDU

Jörg Uckermann was the deputy mayor of the Cologne-Ehrenfeld district for the Christian Democratic Union (CDU) from 1999 to 2008 . In addition, in October 2003, under controversial circumstances, he was elected local chairman of the CDU-Ehrenfeld. A week before the election, 25 new members had joined the party, some of whom were immediately excluded again because of incorrect addresses.

In December 2007, the party executive of the CDU Cologne initiated a party expulsion procedure against Uckermann, as numerous members of the local association had complained to the district office. The reasons were allegations of election manipulation in 2003 and 2005 as well as various obvious violations of the statutes . So Uckermann denied 31 members of the local association legal access to the general assembly in order to secure his majority as local chairman. The party executive also expressed its support to the Ehrenfeld district parliamentary group in deselecting Uckermann as deputy district mayor. In February 2008 Uckermann was voted out of office as local chairman of the CDU-Ehrenfeld. A week later he was voted out of office as deputy district mayor with the votes of the CDU parliamentary group in Ehrenfeld.

In March 2008, Uckermann was excluded from the party and resigned from the CDU Cologne and joined the citizens' movement pro Cologne and pro NRW . In 2006 he had accused of incitement to the people in Cologne and filed a complaint, but also spoke out against the construction of a mosque in his district.

In 2009 Uckermann was elected to the Cologne City Council on the pro Cologne list and acted as deputy parliamentary group leader until he was voted out in 2014. He also ran as a candidate for mayor in Leverkusen and received 3.6 percent of the vote. In the state elections in North Rhine-Westphalia in 2010 , Uckermann also ran as a direct candidate in the Cologne III constituency and received 3.0 percent of the first votes. Uckermann took part in the elections for the Lord Mayor of Duisburg in June 2012 and received 1.7 percent of the vote.

According to a statement by pro NRW, Uckermann has not been a member of the party since summer 2014.

Job and family

Uckermann works as a masseur and medical lifeguard . He is single and has no children.

Criminal proceedings and convictions for libel, assault, perjury and fraud

In 2009 Uckermann was sentenced to a fine of 450 euros for bodily harm . At a pro Cologne event in Ehrenfeld in May 2008, he kicked a young woman with a migration background when she was lying on the ground. In June 2011 Uckermann was sentenced to a fine of 2,700 euros for submitting a false affidavit . In March 2012 Uckermann was sentenced to a fine of 2500 euros for the third time, this time for insulting to the detriment of the Bundestag member Volker Beck . Uckermann had insulted Beck at a demonstration as a “ Gauleiter ” and “Muesli Nazi” and spoke of “green SA ”. The court justified the comparatively low fines with the low income of Uckermann, who at that time was only earning 800 euros a month according to the information. Uckermann had already attracted insults before, for example, when he referred to the Cologne police as "Schramma- SA ", alluding to the Cologne mayor Fritz Schramma . In August 2014, another verdict for insult was confirmed in the appeal process, this time the fine was set at 1170 euros.

From November 8 to December 13, 2012, Uckermann was in custody . The urgent suspicion of commercial and gang fraud and the risk of blackout were named as the reason for detention . Uckermann is accused of having applied for and received funds for parliamentary group or working group meetings that did not take place with other pro-Cologne councilors and other functionaries of pro-Cologne. According to the public prosecutor's office, he also tried to influence witnesses. In addition to Uckermann, 10 to 20 other people are also being investigated. On April 11, 2014, the trial against him and three other members of the pro-Cologne council was supposed to begin at the Cologne Regional Court on charges of gang fraud and wrongly collected several thousand euros. Uckermann himself is also said to have asserted loss of earnings against the city of Cologne, although he did not pursue the activity he claimed as a dependent employee. He is also said to have sneaked social benefits. A total of 223 cases of fraud are charged with Uckermann. Because Uckermann stayed away from the trial without excuse, the court issued a new arrest warrant on April 11 after he had not appeared for the trial. On the evening of the same day, Uckermann was arrested by the police in a hospital. He is said not to have been in possession of a valid medical certificate that could have justified his absence from the trial. On December 8, 2014, he was sentenced to a total imprisonment of 2 years and 3 months and a fine of EUR 4,500 for wrongly received attendance fees and lost earnings. The court did not follow the allegations of a gang and commercial offense raised by the public prosecutor's office in its judgment. Uckermann remains at large because the judgment is not yet final. In September 2016 Uckermann was convicted of fraud and arrested while still in the courtroom.
