In 1986 he was elected to the district executive committee of the Greens in Stuttgart . From 1987 to 1990 he was a gay advisor in the parliamentary group of the Greens. Until 1994 Beck was also the spokesman for his party's federal gay policy group . Volker Beck was a member of the Bündnis 90 / Die Grünen party council until 2013 . In 2010 he led the exploratory talks and the red-green coalition negotiations in North Rhine-Westphalia, 2011 in Rhineland-Palatinate, 2012 (after the early NRW state elections in May 2012 ) again in North Rhine-Westphalia.

Other engagement

In 1986 Beck took part in actions against Peter Gauweiler's AIDS policy . Beck was a member of the Federal Association of Homosexuality (BVH) and worked after the fall of the Wall on the expansion of the "Gay Association in the GDR" to the " Gay Association in Germany " (SVD). From 1991 to 2004 he was one of the spokesmen for what is now the largest lesbian-gay civil rights association, which as LSVD has also opened up to lesbians. To send to former Nazi forced laborers financial compensation to the German Bundestag in 2000 founded under the auspices of Volker Beck and Otto Graf Lambsdorff , the German Foundation Remembrance, Responsibility, Future . Until 2007, the foundation paid compensation to 1.7 million forced laborers from more than 100 countries. Beck is a member and sometimes spokesman for various human rights and victim organizations. He is u. a. Member of the citizens' committee for alternative honorary citizenship, which awards “alternative honorary citizenship” in Cologne.

Member of Parliament

In the 1994 federal election , Beck was first elected to the German Bundestag via the state list of North Rhine-Westphalia . He was part of the top nine team in his party for the 2005 federal election . For the 2009 election were Baerbel Hoehn and he as a top candidate on the first two places of the country's list of North-Rhine Westphalia countryside, as well as in the general election 2013 . In his function as a member of the German Bundestag, Beck was a member of various Bundestag committees. In the 16th and 17th electoral terms he was a member of the Parliament's Council of Elders , in which he was spokesman for human rights policy in the 17th electoral term . From 1994 to 2002 Beck was legal policy , from 2005 to 2013 human rights policy and from 2013 to 2016 domestic and religious policy spokesman for his parliamentary group Bündnis 90 / Die Grünen . From 1994 to 2013 he was spokesman for the regional group of Bündnis 90 / Die Grünen North Rhine-Westphalia in the Bundestag. From 1998 to 2002 he was coordinator in the parliamentary group's executive committee for the working group inside, law, women, youth and petitions. From 2002 to 2013 Beck was the first parliamentary director of his parliamentary group and from 2014 to 2017 he was chairman of the German-Israeli parliamentary group of the German Bundestag.

When the state list was filled during the North Rhine-Westphalian state party conference of the Greens on December 3, 2016 in Oberhausen , Beck lost the battle for twelfth place to Friedrich Ostendorff , the agricultural policy spokesman for his parliamentary group. Only a good 22 percent of the votes fell on him. Volker Beck was therefore no longer available as a candidate for the next federal election and has not been a member of the German Bundestag since 2017.

Drug discovery in 2016 and resignation

On the occasion of the discovery of 0.6 grams of a " substance suspected of narcotics " during a police check and a corresponding initial suspicion of acquiring and possessing a small amount of drugs , Beck resigned from all parliamentary groups and parliamentary offices on March 2, 2016. According to a number of media reports, it was crystal meth . In a brief statement, Beck announced that he did not want to comment publicly on the matter. His office manager announced that Beck had been on sick leave for a month.

After the German Bundestag lifted Beck's immunity , the Berlin public prosecutor's office opened an investigation against Beck on March 17th. The proceedings were discontinued on April 13th against payment of a sum of € 7,000 due to “minor debt” according to Section 153a of the Code of Criminal  Procedure . Beck has therefore no criminal record.

After the termination of the proceedings, the parliamentary group of the Greens decided that Beck should remain their spokesman for religious policy. She also appointed him her migration policy spokesman. Irene Mihalic was appointed spokeswoman for domestic affairs.

Teaching

For the 2017/2018 winter semester , Beck received a teaching position at the Center for Religious Studies at the Ruhr University in Bochum . The seminar he held focused on religious policy in practice.

Political positions and projects

The MP, who belongs to the left wing of the Greens, describes himself as conservative and emancipatory. In an interview, Beck described the conservative values of the Greens with the words “One must always identify what is worth preserving in what is to be preserved” and explained this using the example of the requirement of marriage for homosexuals.

Digital dialogue

In terms of network policy, he postulated free access to the network as a human right and recalled the constitutional computer right .

In 2005, Beck held a virtual citizens' consultation hour at the gay contact portal GayRomeo . In Web 2.0 he is one of the recognized politicians, wrote the Frankfurter Allgemeine Sonntagszeitung about him in 2009 : “Is widely praised in the so-called Internet community as the most competent Twitterer. Avoids private anecdotes completely and obviously actually believes in the dialogue with his followers. ”He gave interviews on Twitter . According to a study by the Friends of Interdisciplinary Studies in Politics, Law, Administration and Technology (ISPRAT), he is the “Twitter king”, according to queer.de “the most influential member of the Internet”. A more recent study confirms that he is “more interested in a dialogical understanding with the followers”.

Anti-terror packages and immigration law

Beck was involved in the first red-green federal government ( Schröder I cabinet ) in the development of the anti-terrorism packages after the attacks of September 11, 2001  - see the Anti- Terrorism Act  - and the Immigration Act . Numerous changes in refugee law can be traced back to Beck . He criticized Otto Schily , the Federal Minister of the Interior at the time, for failing to keep the promised conversion to residence permits for refugees with chain tolerances due to the application instructions from his ministry .

Civil Partnership Act

He became known nationwide in 1992 for his campaign to open marriage to lesbians and gays. As a first step, he and the SVD aimed to introduce a registered civil partnership . This was achieved in the first red-green coalition at federal level (1998 to 2002). In addition, he ensured the consideration of lesbians and gays in several areas of law, such as the Works Constitution Act or trade law.

Business and human rights

During his time as spokesman for human rights policy for the Bündnis 90 / Die Grünen parliamentary group , Volker Beck placed the subject of “business and human rights ” in the focus of his work on human rights policy. As early as the 16th legislative period , he requested measures from the federal government to prevent human rights violations by companies. In the 17th legislative period he called in a motion to hold transnational companies accountable for human rights violations and in particular to implement the 3rd pillar of the UN guidelines on business and human rights by John Ruggie . Furthermore, he tried to bring about concrete improvements with the draft of a law to amend the Stock Corporation Act , a proposal to regulate social and ecological disclosure obligations for companies and a proposal to strengthen human rights protection in the OECD guidelines for multinational companies . In small inquiries he asked the federal government about human rights violations in the Indian textile industry and the Sumangali system as a modern form of slavery , about the behavior of the federal government in the legal dispute between Kiobel and Shell and the attitude of the federal government to the lawsuit of victims of apartheid against German corporations .

In the Kiobel versus Shell case, he and his colleague Christoph Strässer sent an amicus curiae letter to the US Supreme Court in which he advocated not restricting the applicability of the Alien Tort Claims Act and also for cases with little reference to admit to the USA . In its judgment of April 17, 2013, the Supreme Court did not follow this line of argument, which has been criticized by human rights organizations.

Assembly Act

Beck was involved in the amendment of the Assembly Act and prevented Otto Schily and parts of the CDU from expanding the ban mile to large parts of Berlin .

Sexual Criminal Law

On March 4, 1992, Volker Beck was invited to a legal committee hearing as an expert and representative of the LSVD and spoke out in favor of the deletion of Section 175 StGB without replacement .

When he was accused of problematic publications from the 1980s in the wake of the Greens' pedophilia affair , Beck's political career was severely dampened. Beck had spoken out in a text published in 1988 in the collective work The Pedosexual Complex in favor of the decriminalization of pedosexuality . He later described this attitude as an error. Regarding the contribution that appeared in Der Pädosexuellekomplex , quoting his name , Beck said that after dealing with reports from child protection organizations such as Zartbitter and Wildwasser at the end of the 1980s , he had broken with his view and had also been active in his role as legal spokesman for the Greens Contributed to several reforms of sexual criminal law, including to improve the legal situation of victims of sexual abuse and to close gaps in criminal liability. In 2007, Beck stated in an interview on parliamentwatch.de that the reprint at the time was not authorized and that it had been falsified by the publisher in the sense of free editing. "Not only the texts of the Green politician were apparently falsified in a controversial book," writes the world. On September 20, 2013, two days before the federal election in 2013 , reported Spiegel Online , "has been distorted in content" that the book Post Becks was, and this declaration called Beck a "deception of the public." The news magazine also published the original manuscript of the controversial text. The title and a subheading had been changed, and a single sentence was shortened without distorting the meaning. Beck tries to prevent the publication of his original manuscript by the Spiegel in court, since the copyrighted text was published without his consent. Beck was successful in two courts. The appeal was pending at the Federal Court of Justice and ended on April 30, 2020 with Beck's defeat (Az. I ZR 228/15). The BGH stated that the "Spiegel" reported in a permissible manner. At the time, the events were "of current public interest". Beck's change of heart had not been concealed by the journalists, which the court judged to be decisive. Beck's “copyright interests” were thus sufficiently taken into account.

Pink lists

After Beck's intervention, the state of Thuringia stopped storing the attribute “homosexuality” in police files . The Association of Lesbian and Gay Police Officers had previously drawn attention to the fact that appropriate software had been used in North Rhine-Westphalia, Bavaria and Thuringia.

Drug policy

Beck advocates an alternative drug policy . The "criminalization policy of drug users" had failed. The aim of drug policy must be to intensify support and offers of help for addicts , to decriminalize consumers and to enable the controlled dispensing of so-called soft drugs under certain conditions ( protection of minors ) and within a safe framework. On the occasion of the conviction of the terminally ill artist Jörg Immendorff , Beck spoke out in 2004 against any criminal prosecution of drug users.

religion

At the end of 2013, Beck criticized, in his function as spokesman for religious policy for the Greens, a protest action by an activist on the altar of Cologne Cathedral during the mass on Christmas Day 2013 as disrespectful and "an unnecessary disturbance of the faithful during worship". The disruption of a worship service as a trespass punish Beck called "appropriate" than. He sees a need for reform in terms of the penalty for disrupting religious practice and the old “blasphemy paragraph” ( Section 166 ); here the threat of punishment is too harsh. In the past, Beck had repeatedly pleaded for section 166 of the Criminal Code to be deleted. In 2015, Beck turned against Heribert Hirte's demand to cut development aid to countries that do not grant religious freedom. He suggested increasing support for non-governmental projects by civil society groups or increasing budget support if concrete and verifiable agreements on the human rights situation and the establishment of the rule of law were met.

Religious dialogue

In 2007 Beck advocated a timetable for equality for the Islamic religion in Germany and called for a corresponding agreement from the Islam Conference . About the Coordination Council of Muslims KRM, he said that it does not meet the requirements of a religious community : “According to our law, a pure umbrella organization is not yet a religious community and does not yet meet the requirements of a corporation” (see corporate status ). He also advised caution in dealing with the predominantly conservative and fundamentalist forces within the KRM and called for moderate Muslims to be strengthened in the course of the equality of Islam in Germany .

Religious circumcision

In 2012, following a ruling by the Cologne Regional Court , according to which the circumcision of boys for religious reasons is illegal and punishable , Beck demanded legal rules to strengthen religious freedom . The core of the decision was the balance between the religious freedom of parents and a child's right to physical integrity . The court ruled that the decisive factor was not the parents' right to freedom of religion and education; The only decisive factor is the child's right to physical integrity. Beck stated in this context: "We have to think about whether we need to better protect the religious freedom of the Jewish and Muslim faith communities."

Nazi compensation and commemoration

Beck has been campaigning for compensation for all victims of National Socialism and for appropriate commemoration for years . In this context, he was involved in the erection of the Memorial to the Murdered Jews of Europe in Berlin and initiated the resolution for a memorial for the homosexuals persecuted under National Socialism . The Federal Supply Act pensions for soldiers were canceled on his initiative for war criminals . Beck was involved in the establishment of the Forced Labor Foundation ( Foundation “Remembrance, Responsibility and Future” ) in 2000 ; he successfully campaigned for an increase in funds to a total of DM 10 billion. In the 15th electoral period (2002-2005, red-green cabinet Schröder II ) he achieved an improvement in the benefits from the hardship fund under the General War Consequences Act (AKG) , in particular for those who were forced to be sterilized , victims of euthanasia and homosexual victims of National Socialism .

Town twinning with Poland

In an interview in June 2020, Beck said that city partnerships in Berlin districts with homophobic and trans-hostile communities in Poland should be suspended because a mere criticism of their "LGBT-free zones" was not noticed. These Polish communities "could no longer be guests here". However, he submitted the proposal to invite part of that civil society in the cities concerned that is committed against homophobic and trans-hostile politics.

Freedom of demonstration in Eastern Europe and Turkey

Renate Künast , Claudia Roth and Volker Beck at the Parada Równości 2006

Together with Claudia Roth and Renate Künast , he appeared in Warsaw in 2005 at the Parada Równości for the civil rights of lesbians and gays, which was banned by Mayor Lech Kaczyński , and thus helped with its implementation. A civil rights demonstration following an international conference for sexual minorities on May 27, 2006 in Moscow ( Moscow Pride ) was also banned by the local mayor Yuri Luzhkov because of possible “negative reactions against the participants”. The demonstration took place anyway; presumably right-wing extremists took action against it. According to Beck's statement, police units blocked the demonstrators' escape. Beck was hit and hit in the head by a stone. He was arrested by Moscow police and held for an hour. After an intervention by the German embassy in Moscow , Beck was released and was able to have his wounds treated. The CDU politician Andreas Schockenhoff , who coordinated the German government's policy on Russia at the time, criticized Beck for not observing the “rules of the game” of the Russian state and for acting “negligently”. Politicians from the FDP and the Greens saw this criticism as legitimation for violent attacks.

A year later, on May 27, 2007, Beck was temporarily detained as part of an unauthorized protest against the renewed ban on Moscow Pride. He and other foreigners, u. a. the Italian MEP Marco Cappato and members of the British pop group Right Said Fred wanted to submit a resolution on freedom of assembly in the town hall. Beck was arrested by the police and pelted with eggs and tomatoes by counter-demonstrators.

In this context, Beck, together with other members of the Green parliamentary group, took a parliamentary initiative that urged the federal government "against those states in which lesbian, gay, bisexual and transgender people 's basic right to freedom of expression and assembly is curtailed" to push for compliance with the European Convention on Human Rights . This application was rejected in the Foreign Affairs Committee by the CDU-SPD majority (grand coalition 2005–2009).

In July 2013 Beck took place during the protests in Turkey in 2013 at the Istanbul Pride as a speaker part.

Beck and MEP Terry Reintke attended a rally to mark the end of Pride Week 2016 in Istanbul . A statement was supposed to be read at this rally after the Governor of Istanbul, Vasip Sahin , banned the traditional gay and lesbian parade. Beck and two Reintke employees were arrested by the Turkish police ; However, Beck was quickly released.

Israel and the Middle East Conflict

Beck repeatedly spoke out against anti-Semitism and one-sided finger pointing during the 2014 Gaza War . One could not ask Israel to stop the shelling of Gaza without at the same time asking Hamas to stop the rocket attacks on Israel. A differentiated point of view also includes that "the Israeli army tries to spare civilians and even breaks off operations if the danger for bystanders could be too great". But one must also criticize “the extremist voices in the Israeli government that voted against a ceasefire” and the continued construction of settlements.

In the context of the BDS campaign , Beck opposes a boycott of Israeli products. In the first week of April 2019 it became known that Volker Beck had joined demands from several Jewish institutions - including the Central Council of Jews and the Central Welfare Office of Jews in Germany (ZWST) - calling on the Bank for Social Economy to support the “ Jewish Vote for Just Peace in the Middle East ”to close the bank account. It is "high time to draw a clear line here", Beck told the Jerusalem Post on April 21, 2019. The initiative supports the anti-Israel BDS campaign and is also accused by Beck of "promoting anti-Semitism and delegitimizing Israel" . Beck described the BDS logo on the occasion of the Eurovision Song Contest 2019 in Tel Aviv , which replaced the Star of David with a heart with SS runes in the official logo of the event , as a “classic motif of secondary anti-Semitism ” and stated that BDS was doing it "Neither about Middle East politics nor about freedom of expression, but about anti-Semitism."

Awards and honors

Beck was awarded the Federal Cross of Merit on ribbon in 2002 for his commitment to compensating victims of National Socialism .

Beck was inducted into the Hall of Fame of the Equality Forum in Philadelphia in 2005. He was honored for his commitment to the registered civil partnership for homosexuals in Germany. In 2006 he also received the CSD Berlin's moral courage award .

The Israeli organization Keren Hajessod honored Beck in 2015 with the “Shield of Keren Hayesod” award for the politician's long-term efforts to deepen German-Israeli relations. The Central Council of Jews in Germany awarded him the Leo Baeck Prize 2015 for his engagement in the circumcision debate, for the compensation of the former Nazi slave laborers and for pension payments to Jews in Eastern Europe.
