Jakob Edler

Jakob Edler (* 1967 ) is the managing director of the Fraunhofer Institute for Systems and Innovation Research (ISI) in Karlsruhe and Professor for Innovation s policy and strategy at the University of Manchester .

Life

The German-British Jakob Edler studied business administration as well as political science / economic history at the University of Mannheim and at Dartmouth College New Hampshire , he received his doctorate with distinction in political science from the University of Mannheim. In 1999 he started working as a research assistant at Fraunhofer ISI, and in 2006 he became head of the Innovation Systems and Politics department. In 2007 he moved to the Manchester Institute of Innovation Research (MIoIR), which he headed from 2011 to September 2018. Jakob Edler has been Managing Director of Fraunhofer ISI since October 2018.

Edler mainly deals with the governance of socio-technical systems and their change, and in particular with the role of the state . He deals with the conception, justification and effect of science and innovation policy, with a special focus on the role of demand-oriented innovation policy and state procurement as a lever for economic and social change. Among other things, he heads the SIPER project, funded by the European Union , which analyzes the evaluation practices of science and innovation policy and deals with the role of politics in relation to intangible goods . In addition, in the OSIRIS project funded by the Norwegian Research Council, he is investigating the impact science has on society and politics. Since 2016 Edler has been President of the European Forum for Studies of Policies for Research and Innovation (Eu-SPRI Forum), an association of 18 institutions in Europe to promote academic activity and especially young talent in the field of research and innovation policy.

Jakob Edler has advised governments, agencies, parliaments (House of Lords, House of Commons, European Parliament) and international organizations (Inter-American Development Bank, UNESCO, OECD) in his main research areas:

  • Demand-side innovation policy including public procurement of innovation
  • Governance of change in socio-technical systems
  • Governance of Responsible Research and Innovation
  • Better understanding of the dynamics and drivers of the internationalization of research and innovation activities

Brexit

In the course of the Brexit debate, Edler was critical of the reporting and rhetoric of Boris Johnson and other nationally focused politicians in Europe . With a view to the history and strength of Europe, he appealed for Great Britain to remain in the European Union.
