The Council for Research and Technology Development (RTD Council) is an advisory body to the Austrian Federal Government based in Vienna . It was founded in 2000 and received the legal title as a legal entity under public law in 2004 . Its organs are the council assembly and the management.

tasks

The RTD Council has the following statutory tasks:

  1. Submission of recommendations for strengthening Austria's position in international research and technology cooperations,
  2. Elaboration of proposals for a monitoring of all research, innovation and technology-oriented institutions with the participation of the federal government, taking into account international standards,
  3. Elaboration of proposals for priorities for the national research and technology programs and for the funding policy of all research, innovation and technology-oriented institutions with the participation of the federal government,
  4. Elaboration of proposals for a long-term Austrian strategy for the field of research and technology development as well as a review of the step-by-step implementation,
  5. autonomous submission of proposals for national research and technology programs taking into account international research and technology cooperation programs of all research, innovation and technology-oriented institutions with the participation of the federal government,
  6. Advising the federal government and, if requested, a federal minister alone or a state government on all questions relating to research , technology and innovation ,
  7. Creation of proposals to improve the cooperation between business and science, in particular by merging university research and applied research and technology development in companies.

Council meeting

The council consists of 8 voting members who are each appointed for a term of office of 5 years. The Federal Ministry for Education, Science and Research and the Federal Ministry for Transport, Innovation and Technology have the right to nominate four members each . A one-time re-appointment is possible. The following personalities from science and business are currently members:

Members who left in 2010 are: Knut Consemüller (Böhler-Uddeholm), Günther Bonn ( University of Innsbruck ), Dervilla Donnelly ( University College Dublin ), Albert Hochleitner (physicist) ( Siemens AG Austria), Reinhard Petschacher ( Infineon Technologies AG ), Hans Schönegger ( Lakeside Science & Technology GmbH), Jürgen Stockmar ( Magna International ) and Gabriele Zuna-Kratky ( Technical Museum Vienna )

Members who left in 2005 are: Hermann Kopetz (Vienna University of Technology), Ingeborg Hochmair-Desoyer ( MED-EL GesmbH ) and Gottfried Brem (VMU Vienna).

Non-voting members of the council are the Federal Minister for Education, Science and Research, the Federal Minister for Transport, Innovation and Technology, the Federal Minister for Digitization and Business Location and the Federal Minister for Finance.

Managing directors

The council is supported by an office in terms of both organization and content. This takes place in particular in the preparation and implementation of council meetings and working groups and in communication. The current managing director is Dr. Ludovit Garzik; deputy managing director is Dr. Johannes Gadner.

Working method

In working groups and the council assembly, the council draws up recommendations for the federal government and ministers. The council meets several times a year and all recommendations are published on the council's website. In the past, recommendations related more to the financing of individual research programs of the various ministries and funding agencies; in the more recent history of the Council, it has increasingly developed into a strategic body and focuses on the development of RTD strategies. By recommending programs in particular, the RTD Council has decisively intervened in the design and configuration of the Austrian funding landscape. He has developed into a key player in research policy. Its recommendations are increasingly becoming the basis for funding decisions by funding institutions such as the FWF , the FFG and the National Foundation for Research and Technology Development. The council publishes an activity report every year. Since 2010, the Council has been drafting a report on Austria's scientific and technological performance on behalf of the Council of Ministers, which is submitted annually to the Austrian National Council on June 1st and which analyzes Austria's innovation performance and compares it with that of the leading countries in Europe.
