João Carlos Pessoa Fragoso
João Carlos Pessoa Fragoso (born July 6, 1935 in Rio de Janeiro ) is a former Brazilian diplomat .
Life
João Carlos Pessoa Fragoso is the son of Corina Pessoa Fragoso and Aguinaldo Boulitreau Fragoso , and a nephew of João Leitão de Abreu from 1981 to 1985 Ministro da Casa Civil do Brasil (Head of the Presidential Office). João Carlos Pessoa Fragoso received his Bachelor of Laws degree from the Pontifícia Universidade Católica do Rio de Janeiro in 1959 . He joined the Itamaraty foreign service on January 22, 1959 and was paid as a third-class legation secretary. During Dwight D. Eisenhower's 1960 state visit to Brazil, he was seconded to the Protocol Department. From 1962 to 1964 he was second class embassy secretary in Bonn . From 1964 to 1966 he was the second class embassy secretary in London . From 1966 to 1968 he was in Montevideo , where he was promoted to Embassy Secretary First Class in 1967. From 1968 to 1969 he was deputy general secretary of Itamaraty. In 1969 he headed the Centro de Informações do Exterior (Ciex 1966–1986), a foreign intelligence service of the Brazilian torture regime, and was replaced in this role by Paulo Sérgio Nery.
From 1974 to 1977 he was Counselor at the Embassy to the Holy See . From February 3, 1985 to January 24, 1989 he was Brazilian ambassador in Madrid . From 1989 to 1992 he was ambassador in Bonn . From 1992 to 1994 he was ambassador to Belgium . From 1995 to 1998 he was seconded to the Brazilian Congress as a liaison officer . From 1998 to 2000 he was ambassador to Athens . He spends his retirement on his farm in Barra do Piraí.
