Joaquin Chipeco

Joaquin "Jun" M. Chipeco, Jr. (born August 15, 1942 in Manila ) is a Filipino politician of the Kilusang Bagong Lipunan (KBL), the Laban ng Demokratikong Pilipino / Laban ng Makabayang Masang Pilipino (LDP / LMMP), the Cabalikat ng Malayang Pilipino (Kampi), the Lakas-Demokratikong Kristiyano at Muslim (Lakas-Kampi) and most recently the Liberal Party (LP), which was a member of the House of Representatives between 1987 and 1992 and 1995 to 2004 and has belonged to it again since 2013. In the meantime, he was Mayor of Calamba City from 2004 to 2013 .

Life

Real estate agent and acting governor of Laguna Province

After attending school, Chipeco first completed an undergraduate degree at the University of Santo Tomas , which he completed in 1962 with a Bachelor of Arts (BA). He completed a subsequent postgraduate degree in law at San Beda College in 1966 with a Bachelor of Laws (LL.B.) and was honored for his student achievements with the Dean's Prize. On September 1, 1968, he entered the civil service and was until April 30, 1970 Private Secretary to the Minister for General Services ( Secretary for General Services ). He then moved into the private sector and in 1970 president of the Real Estate Agents Association Laguna Realtors Board, Inc. In addition, he was active in social organizations such as 1970 as president of the Junior Chamber International belonging Calamba Jaycees , 1971 as the National Chairman of the Philippine Jaycees and 1971 President of the prestigious Manila Bay Toastmasters Club .

Chipeco began his political career when he was elected Member of the Parliament of Laguna Province ( Sangguniang Panlalawigan ng Laguna ) on January 1, 1972 , to which he was first elected until March 31, 1975 and then again between January 1, 1976 and April 28 February 1979 and again from March 31, 1980 to March 30, 1986. After serving as Lieutenant Governor of Laguna Province from March 31 to May 18, 1986, he served as Acting Governor of Laguna Province from May 19 to June 19, 1986, and was then from June 20, 1986 to March 24 1987 again vice governor of this province .

Member of the House of Representatives from 1987 to 1992 and 1995 to 2004

In the elections of May 11, 1987 Chipeco was elected for the first time to the House of Representatives for Kilusang Bagong Lipunan (KBL) and represented the constituency of Laguna 2nd District until June 30, 1992 . In the elections of May 8, 1995 he was again a member of the House of Representatives for the Laban ng Demokratikong Pilipino (LDP) and later the Laban ng Makabayang Masang Pilipino (LMMP) and most recently the Kabalikat ng Malayang Pilipino (Kampi) in the constituency of Laguna 2nd District elected and, after being re-elected in the elections on May 11, 1998 and in the elections of May 14, 2001, was a member until June 30, 2004.

During this time he was president of the renowned Club Filipino between 1997 and 1998 , which celebrated its centenary in 1998.

Since Chipeco had then reached the maximum consecutive eligibility of nine years, he was not allowed to run again for a seat in the House of Representatives in the elections on May 10, 2004 . Instead, he was elected mayor of Calamba City to succeed Severino J. Lajara, while his son Justin "Timmy" Marc San Buenaventura Chipeco was elected to the House of Representatives as his successor in the Laguna 2nd District constituency . He was re-elected as Mayor of Calamba City in both 2007 and 2010.

During his tenure as mayor, the city's population grew from 348,422 (2004) to 389,377 (census of May 1, 2010). At the same time, the city's income more than doubled from 872,473,683 (2004) to ₱ 2,191,286,734, making it the second richest city in the CALABARZON region , comprising the provinces of Cavite , Laguna, Batangas , Rizal and Quezon , after Santa Rosa City it has been since October 23, 2003. In 2006, the City College of Calamba was opened, offering bachelor's degree programs in information technology, teaching for primary and secondary schools, and accounting. During his tenure, the Rizal Monument was finally erected on June 19, 2011 by President Benigno Aquino junior on the occasion of the 150th birthday of the national hero José Rizal .

Since he had reached the maximum number of consecutive eligibility again in 2013 after nine years in office, he could not run again for the office of mayor of Calamba City, and was therefore replaced by his son Timmy Chipeco.

Chipeco himself ran for the Liberal Party to succeed his son in the constituency of Laguna 2nd District for a seat in the House of Representatives. He achieved 168,010 votes (55.73 percent) and, with a majority of 62,757 votes (20.82 percentage points), was able to clearly oppose the candidate of the Partido Demokratiko Pilipino-Lakas ng Bayan ( PDP-Laban ) and former long-time governor of Laguna, Teresita Lazaro , who received 105,253 votes (34.91 percent).

In the current 16th legislative period , which runs from 2013 to 2016  , he is chairman of the Parliament's Committee on Ethics and Privileges . This is responsible for all matters that directly and fundamentally deal with the duties, conduct, rights, privileges and immunity, dignity, integrity and reputation of the House of Representatives and its members.
