Jochen Ott (born May 9, 1974 in Porz ) is a German politician ( SPD ). Since June 9, 2010 he has been a member of the state parliament of North Rhine-Westphalia for the Cologne V constituency . From 2001 to 2019 he was chairman of the Cologne SPD, and from 2008 to 2018 deputy chairman of the SPD North Rhine-Westphalia .

Life

Ott grew up in Cologne-Höhenberg . After attending elementary school in Höhenberg, Ott switched to the Johann-Gottfried-Herder-Gymnasium in Cologne-Buchheim , where he graduated from high school in 1993. In his spare time he did athletics, played tennis and handball. At the same time he was active in the Catholic Young Community (KjG) as a group leader and later a parish leader. After graduating from high school, Ott did community service in the parish of St Elisabeth in Höhenberg.

Ott then decided to study for a teaching degree in the subjects of history , social sciences and Catholic religion at the University of Cologne . During his studies, Ott had a stay abroad at King's College in London as part of the Erasmus program .

In 1999, Jochen Ott finished his studies with the first state examination and went to the Rhein-Gymnasium in Cologne for a two-year traineeship , which he graduated at the end of 2001. From 2002 Ott taught history, social sciences and Catholic religion as a teacher at the comprehensive school in Brühl. With the direct election as a member of the state parliament and assumption of his mandate tasks in 2010, Ott resigned as senior student councilor a. D. from school lessons.

Ott lives with his family in Cologne-Nippes. He has been married since 2005 and has three daughters.

Political Beginnings and Local Politics

Ott joined the SPD in 1992 and was local association chairman in Cologne-Höhenberg from 1997 to 2001 . In the years 2000 and 2001 he was city district chairman in the Cologne-Kalk district . After the resignation of the Cologne SPD chairman Kurt Uhlenbruch , he was elected his successor in 2001 at the age of 26. In this role he worked on the subject of social justice, among other things. He fought against the widening gap between rich and poor parts of the city. As a defeat during his chairmanship, Ott mentions the fact that he was unable to push through the new building of the theater . According to his own statements, his greatest success - in cooperation with the chairman of the SPD council group of the city of Cologne, Martin Börschel - was the prevention of the planned sale of the GAG and GRUBO housing associations .

In mid-January 2019, Ott announced that he would withdraw from Cologne's local politics and would no longer be available as a candidate for the chairmanship of the Cologne SPD. After 18 years, he did not stand for re-election as party leader of the Cologne SPD on March 16, 2019. Christiane Jäger was his successor .

From 2004 to November 24, 2010 and from 2014 he was a member of the Cologne City Council. After the administrative court ordered a recount of the results of the 2014 local elections in a Cologne electoral district, Ott lost his mandate in the Cologne City Council in May 2015 (see Cologne 2014 local elections ).

From 2009 to 2010 he was a member of the Rhineland Landscape Assembly.

On February 1, 2015, Ott presented himself as a candidate for the office of Lord Mayor of Cologne. At the sub-district convention on March 14, 2015, Ott was nominated with 92 percent of the delegate's votes. On October 18, 2015, Ott competed against the non-party candidate Henriette Reker , Mark Benecke from Die PARTTEI and four other candidates. Ott achieved 32.02% and Henriette Reker was elected Lord Mayor with 52.66%.

State politics

Since 2004 he has been a member of the presidium of the SPD North Rhine-Westphalia , from 2008 to 2018 deputy state chairman.

In the state elections in North Rhine-Westphalia on May 22, 2005 , Jochen Ott ran in his constituency Cologne V , but failed because of the opposing candidate, the Cologne CDU district association chairman Jürgen Hollstein . In 2010 Ott ran again for the state parliament, this time he was elected as a direct candidate and was spokesman for building and transport policy. His opponent (again Jürgen Hollstein) left the state parliament. In the early state elections in North Rhine-Westphalia in 2012 on May 13, 2012, Ott received 43.8 percent of the first votes as an elected direct candidate in the Cologne V constituency. Since summer 2012 he has been the deputy chairman of the parliamentary group.

In the early state elections in 2017, Ott was re-elected as a member of the state parliament for the SPD. With 35.5 percent he lost his constituency Cologne V to Florian Braun (CDU), who received 36.1 percent. Thanks to his 8th place in the state list, Ott nevertheless entered the state parliament. In addition to his function as deputy parliamentary group leader, Jochen Ott is now also the school policy spokesman for the SPD parliamentary group in North Rhine-Westphalia. His focus is on schools and education, building and housing, and transport.
